In the working program in Dien Bien province, towards the 72nd anniversary of the Dien Bien Phu victory (May 7, 1954 - May 7, 2026), on March 8, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the relic preservation and restoration project of Him Lam Resistance Center, phase II (Dien Bien Phu ward).
At the Him Lam Resistance Center Relic Site, Prime Minister Pham Minh Chinh and the working delegation respectfully offered incense at the Incense Offering House.

Following that, Prime Minister Pham Minh Chinh and the working delegation performed the ribbon-cutting ceremony to inaugurate the conservation and restoration project of Him Lam Resistance Center Area, phase II.
Previously, in April 2024, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony and commencement of the project to preserve and restore the Him Lam Resistance Center Relic Area, phase II.

The project to invest in the construction, preservation and restoration of the Him Lam Resistance Center Relic, phase II, has a total investment of 91 billion VND. Construction focuses on two main items: a 45m long relief, 425m2 area, made of natural stone; incense offering house designed in a hexagonal shape.
Items of embellishment, repair, and supplementation: concrete embankment at the foot of the hill, embellishment and renovation of access roads to 3 strongholds, incense offering yard, square yard, parking lot, incense sticks at bunkers, steles introducing relics, reception houses, shelters, flower gardens and green trees creating landscapes, outdoor electricity system, synchronous and complete drainage system...

On the morning of March 8, Prime Minister Pham Minh Chinh visited the macadamia planting model in Huoi Tao B village, Pu Nhi commune, Dien Bien province.
Previously, Prime Minister Pham Minh Chinh offered incense to commemorate President Ho Chi Minh, heroes and martyrs at the President Ho Chi Minh Memorial House (E2 Hill Relic), Dien Bien Phu Battlefield Martyrs Temple and A1 Martyrs' Cemetery.
About 3 km northeast of the center of Dien Bien province, Him Lam relic has a total area of 136,900m2. This is the place marking the opening battle of the historic Dien Bien Phu campaign on March 13, 1954.
