Recently, price fixing at land auctions in some big cities, including Hanoi, has become common, pushing land prices up unreasonably. This not only distorts the market but also causes direct damage to the people. These "virtual" prices risk creating a real estate bubble, threatening the stability of the economy.
In the National Assembly's report on people's petitions in October and November 2024, it was stated that voters and people are still concerned and worried about negative phenomena in land auctions.
The report also stated that in October and November 2024, especially during the 8th Session, the number of citizens' complaints, denunciations, petitions and reflections tended to increase compared to September 2024.
The number of petitioners from various localities coming to Hanoi increased, 307 more people than before the 8th Session. Among them were many large delegations from several localities such as: Hai Phong, Nghe An, Kien Giang, An Giang, Tien Giang, Thai Binh, Bac Giang, Vinh Phuc, Thanh Hoa...
According to a summary report from localities, during the reporting period, the situation of complaints and denunciations related to land, environment, resource exploitation and construction in some localities continued to be complicated.
In addition to some contents reflected by voters, the Government and the Prime Minister have issued documents directing and operating in the past time, the People's Petition Committee proposed that the National Assembly Standing Committee request the Government and the Prime Minister to pay attention to directing some contents of current interest to voters.
Accordingly, direct relevant ministries and branches to review and have solutions to strictly control land auctions and ensure a transparent land auction mechanism to limit the phenomenon of paying high prices and then giving up, affecting land auction results; research to propose sanctions for acts of manipulating the real estate market.
Regarding the issue of land auctions, speaking at the recent Forum on Sustainable Development of the Real Estate Market, Mr. Hoang Hai - Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) - said that in some localities and areas, there is a phenomenon of land use rights auctions with winning bids many times higher than the starting price.
According to Mr. Hai, the management and implementation of land use rights auctions in some areas and localities are not good; there is a phenomenon of many investors forming associations and groups to participate in auctions; paying land prices many times higher than the starting price, and then possibly "abandoning the deposit" after winning the land auction with the aim of establishing a virtual price level in the area to make a profit.
Recently, Hanoi City Police have just issued a decision to temporarily detain 5 subjects for violating regulations on property auction activities, related to the auction of 58 land plots in Soc Son, Hanoi. By colluding to raise the price to an unreasonable level of up to 30 billion VND/m2, the subjects caused 36 land plots to not find their owners. Currently, the Investigation Police Agency, Hanoi City Police is consolidating documents and evidence to strictly handle related subjects according to regulations.
Previously, around mid-August 2024, Thanh Oai district organized an auction of 68 plots of land in Alley Ba, Thanh Than village, Thanh Cao commune. As a result, the winning bid was 88 million VND/m2 higher than the starting price. It is worth mentioning that after the deadline for payment, 55/68 plots of land were abandoned by the winning bidders.
