On the afternoon of August 24, Politburo member and Prime Minister Pham Minh Chinh was present at the Government Forward Command Headquarters at the Military Region 4 Command (Nghe An province), directly directing the response to storm No. 5.
Attending the meeting were comrade Tran Duc Thang - Member of the Party Central Committee, Acting Minister of Agriculture and Environment; Lieutenant General Ha Tho Binh - Commander of the 4th Military Region; Major General Doan Xuan Buong - Secretary of the Party Committee, Political Commissar of the Military Region.

On the local side, the leaders of Nghe An province include comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee; comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. The leaders of Ha Tinh province included Comrade Nguyen Duy Lam - Secretary of the Provincial Party Committee and Comrade Vo Trong Hai - Chairman of the Provincial People's Committee.
According to Nghe An Hydrometeorological Station, at 4:00 p.m. on August 24, the center of storm No. 5 was at about 17.6 degrees North latitude; 109.9 degrees East longitude, about 470 km from Nghe An and Ha Tinh about 450 km East Southeast. The strongest wind near the storm center is level 13-14, gusting to level 16. The storm is forecast to continue to strengthen and will make landfall in the provinces from Thanh Hoa to Quang Tri on the evening of August 25. The natural disaster risk level has been upgraded to level 4.
From the night of August 24, Nghe An will start to have strong winds of level 8-10, near the storm center level 11-13, gusting to level 14-15. Waves are 5-7m high, near the center of the storm 8-10m, the sea is rough. Rainfall in the area is from 200-400mm, some places over 600mm, high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas and urban areas.
The meteorological agency warns that large waves and storm surge of 0.5-1.5m high can cause deep flooding in coastal areas. Vehicles, boats, cages, and aquaculture in the area are absolutely unsafe.
