On May 22, Politburo Member, Prime Minister Le Minh Hung signed Decision No. 923/QD-TTg dated May 22, 2026 on assigning Government Leaders to monitor and direct localities to implement the economic growth target of over 10% in 2026 and the following years.
The Prime Minister assigned Deputy Prime Ministers to represent the Prime Minister to monitor and direct localities to implement socio-economic development tasks in the Resolution of the 14th National Party Congress, Resolutions of the Government, Resolutions of the Party Congresses of provinces and cities for the term 2025 - 2030, especially Conclusion No. 18-KL/TW dated April 2, 2026 of the 14th Party Central Committee to achieve the target of economic growth of over 10% in 2026 and the following years.
1. Politburo member, Standing Deputy Prime Minister Pham Gia Tuc monitors localities in the Southeast region (including: Ho Chi Minh City, Dong Nai city, Tay Ninh).
2. Politburo Member, Deputy Prime Minister Phan Van Giang monitors localities in the South Central Coast and Central Highlands regions (including: Da Nang city, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong).
3. Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra monitors localities in the Midlands and Northern Mountains region (including: Cao Bang, Dien Bien, Lang Son, Lai Chau, Lao Cai, Phu Tho, Son La, Thai Nguyen, Tuyen Quang).
4. Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung monitors localities in the Mekong Delta region (including: Can Tho city, An Giang, Dong Thap, Ca Mau, Vinh Long).
5. Member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang monitors localities in the Red River Delta region (including: Hanoi city, Hai Phong city, Quang Ninh, Ninh Binh, Hung Yen, Bac Ninh).
6. Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau monitors localities in the North Central region (including: Hue city, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri).
The decision clearly states that Deputy Prime Ministers should proactively choose working forms suitable for localities assigned to monitor to directly direct the implementation of socio-economic development solutions, focusing on removing obstacles and bottlenecks hindering growth, reforming administrative procedures, decentralization and delegation of power according to their authority and legal regulations, in order to achieve the goal of striving for national economic growth of 10% or more according to Conclusion No. 18-KL/TW of the Central Executive Committee.
Previously, on April 16, 2026, the Government issued Resolution No. 109/NQ-CP updating and supplementing the Government's Action Program to implement the Resolution of the 14th National Party Congress and Conclusion No. 18-KL/TW of the Central Government on the National socio-economic and financial development plan and public debt borrowing and repayment, medium-term public investment for 5 years 2026-2030 associated with the implementation of the goal of striving for "double-digit" growth.
The core focus of Resolution 109/NQ-CP is to implement the goal of striving for "double-digit" economic growth associated with macroeconomic stability and improving the quality of people's lives.
The Resolution sets out strategic tasks including: Establishing a new growth model with science and technology and innovation as driving forces; synchronously completing institutions to liberate production capacity; developing high-quality human resources; and modernizing the infrastructure system.
