Deploying the 2-level local government model, non-specialized commune-level personnel (HĐKCT) are temporarily arranged until May 31, 2026. After this time, localities must complete the plan to arrange and resolve regimes for this force.
In Dong Nai, according to the Organization Committee of the City Party Committee, the total number of voters assigned to support Party agencies, the Fatherland Front and socio-political organizations at the commune level throughout the city is 476 people.
The number of people eligible to be admitted to civil service is 111 people; as of April 24, 2026, the Organization Committee of the City Party Committee has advised to organize a competitive examination and recruitment of 66 HĐKCT people to become civil servants of units and localities that are still short of staff; currently there are 45 people eligible for recruitment but working in localities that are out of staff.
The total number of people in the HĐKCT who are not eligible to be admitted to civil service is 365 people with the reasons: not enough 5 years of service, university degree not enough 5 years.
Of which, the number of people expected to be arranged to work in villages and residential groups is about 36 people; the number of people expected to implement the civil servant contract regime in communes and wards according to Decree No. 173/2025/ND-CP is expected to be about 28 people; the number of people in the HĐKCT who wish to resign according to Decree No. 154/2025/ND-CP is about 329 people.
Besides the number of political candidates working in the Party bloc, Fatherland Front, and political organizations, there are still many political candidates working in state-owned agencies who need to be arranged, arranged, and resolve policies.

In Ho Chi Minh City, this locality has 5,017 voters serving at Party agencies, the Fatherland Front, and local authorities at the commune level.
According to the Ho Chi Minh City Department of Home Affairs, the termination of the use of 5,017 commune-level HĐKCT people from May 31, 2026 will directly affect the operation of grassroots authorities.
Therefore, the city proposes and recommends that the Politburo and the Secretariat consider allowing the continued extension of the use of a part of commune-level HĐKCT people until the end of 2026 (about 40%) to support localities with large population scale and large volume of administrative procedure dossiers serving people and businesses.
In Nghe An, this locality recruits 58 HĐKCT people to work as commune civil servants, in order to supplement personnel for places that are lacking.
To arrange non-specialized commune-level officials after streamlining the apparatus, the Government orients the handling according to 3 options:
First, places that still have staff and cadres meeting sufficient standards and conditions will be directly recruited into commune-level civil servants.
Second, in cases where the Party Committee and local authorities, along with officials and people, agree, they can be arranged to hold non-specialized positions in villages and residential groups.
Third, continue to resolve according to current policies to ensure thorough handling by May 31, 2026.
According to Decree 170/2025/ND-CP, HĐKCT people who are admitted to civil service must have worked for 5 years or more in accordance with the law and have paid compulsory social insurance.
The recipient must also do a job with professional and nghiệp vụ requirements suitable to the expected job position to be received.
For cases of being accepted to the position of specialist rank, employees must have a university degree of 5 years or more.
