Prime Minister urges assignment of growth targets to localities and state-owned enterprises

The Prime Minister requested to urgently complete the assignment of growth targets to localities and state-owned enterprises, in which localities complete targets before May 23.

Member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang signed Official Dispatch No. 41/CD-TTg dated May 21, 2026 of the Prime Minister on assigning growth targets to localities and state-owned enterprises to implement Conclusion No. 18-KL/TW of the Central Government and Resolution No. 109/NQ-CP of the Government.

Official dispatch sent to: Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and cities; Chairmen and General Directors of State-owned Corporations and General Corporations.

The telegram stated: The Government and the Prime Minister have proactively and promptly directed and requested ministries, agencies, localities, corporations, and state-owned general corporations to urgently and drastically implement the tasks and solutions mentioned in Conclusion No. 18-KL/TW dated April 2, 2026 of the Central Government, and the Government has issued Resolution No. 109/NQ-CP dated April 16, 2026.

On May 7, Deputy Prime Minister Nguyen Van Thang chaired a meeting with ministries, agencies, and corporations and issued Notice No. 238/TB-VPCP dated May 8, 2026, concluding on assigning growth targets to localities and state-owned enterprises to implement Conclusion No. 18-KL/TW of the Central Government and Resolution No. 109/NQ-CP of the Government.

To urgently complete the assignment of targets in the spirit of "assigning once, assigning as soon as possible", the Prime Minister requests ministries, branches, agencies, localities and corporations, general corporations, and state-owned enterprises to uphold responsibility, focus highly, closely coordinate, and urgently implement fully and on time as assigned in Notice No. 238/TB-VPCP dated May 8, 2026 and related directives, focusing on implementing the following tasks:

Ministries and sectoral management agencies urgently guide localities on targets that have not been guided by ministries and sectoral management agencies on methods and ways to determine, not to continue delays; as a basis for localities to review and complete targets, completing them no later than May 22, 2026.

Localities urgently complete all targets according to the list and guidance of the Ministry of Finance and ministries and sectoral management agencies (for 2026 and the 5-year period 2026-2030), and send them to the Ministry of Finance no later than May 23, 2026.

Ministries, agencies, and localities (representatives of owners) on the basis of the guidance of the Ministry of Finance, urgently assign targets to corporations, general corporations, and state-owned enterprises under their management, to be completed on May 22, 2026.

The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to summarize reports from localities on growth targets; on that basis, send documents requesting opinions from ministries and sectoral and field management agencies and receive, review, complete, and report to the Government before May 25, 2026.

The Ministry of Finance and the Ministry of National Defense, according to their assigned functions and tasks, shall preside over and coordinate with relevant agencies to urgently review and report to the Prime Minister on the assignment of targets for State-owned Corporations, General Corporations, and Military Telecommunications Group (Viettel) under the Prime Minister's authority as prescribed before May 25, 2026.
