On May 7, at the Government Headquarters, Deputy Prime Minister Nguyen Van Thang chaired a meeting on assigning growth targets to localities and state-owned enterprises.
Deputy Minister of Finance Tran Quoc Phuong said that the Ministry of Finance has reviewed and planned 34 targets for localities in the period 2026-2030 and 2026, and sent documents to localities requesting determination for the Government to assign targets.
In the immediate future, the Ministry will submit to the Government to assign targets that are clear about the method of determination, most localities have planned to calculate, including 27 targets for the 2026-2030 period and 25 targets for 2026.
Some indicators that can be assigned immediately include average GRDP growth rate/year, growth rate of agriculture, forestry and fishery, industry and construction, and services sectors; industrial production index (IIP) growth rate; growth rate of total retail sales of goods and consumer service revenue; growth rate of export and import turnover, total social investment capital in the area; average labor productivity growth rate/year; number of businesses operating in the area by 2030, poverty reduction rate, human development index (HDI)...
Localities basically agree with the Government's orientation of assigning targets, but suggest that the development of targets needs to have a specific calculation basis and accompanied by clear guidance from ministries and sectors. Opinions also proposed that the Government assign targets once, and assign early. Some businesses want to assign targets in a long-term direction so that businesses can proactively develop implementation plans.

Concluding the meeting, Deputy Prime Minister Nguyen Van Thang clearly stated that assigning growth targets to localities and state-owned enterprises is one of the very important tasks.
The Deputy Prime Minister agreed with the statement that it should be handed over once and as soon as possible.
The Ministry of Finance continues to preside over and coordinate with ministries, branches, and agencies to review the list of targets for 2026 as well as for the entire period 2026-2030, ensuring that when assigned to localities, it is consistent with Conclusion 18 of the Central Government and Resolution 109 of the Government; notify the list of targets to localities no later than May 10, 2026 for localities to review and complete.
For targets that do not yet have calculation guidelines, ministries and sectors need to urgently develop guidelines for localities before May 15th to serve as a basis for proposing targets.
Localities complete all targets according to instructions, send to the Ministry of Finance before May 18 for the Ministry to complete and report to the Government before May 25.
Regarding targets assigned to state-owned corporations and general corporations, the Ministry of Finance is assigned to review the list of targets, ensuring compliance with Conclusion 18 and Resolution 109.
The Ministry of Finance shall take the lead in coordinating with relevant agencies to urgently review and report to the Prime Minister on the assignment of targets for state-owned corporations and general corporations under the Prime Minister's authority before May 25.
Ministries, agencies, and localities are representatives of owners, based on the guidance of the Ministry of Finance, urgently assign targets to state-owned corporations and general corporations under their authority, and this content must be completed before May 20, 2026.
