Prime Minister requests to end the operation of non-specialized commune-level personnel before May 31st

The Prime Minister requests the People's Committees of provinces and cities to terminate operations for non-specialized commune-level personnel before May 31, 2026.

This content is stated in Directive No. 21/CT-TTg dated May 20, 2026 of the Prime Minister on arranging villages and residential groups and arranging, using, regimes, and policies for non-specialized personnel at the commune level, in villages and residential groups.

Termination of non-specialized commune-level personnel activities before May 31st

In the directive, the Prime Minister requested the People's Committees of provinces and cities to terminate operations for non-specialized personnel at the commune level before May 31, 2026.

Promptly develop, promulgate and organize the implementation of plans for arranging, using, and resolving regimes and policies for non-specialized personnel at the commune level; ensure synchronous completion with the completion time of village and residential group arrangement, before June 30, 2026.

The arrangement and use plan must be linked to the requirements of restructuring and improving the quality of commune-level cadres and civil servants in the spirit of Directive No. 18/CT-TTg dated May 8, 2026 of the Prime Minister on improving the quality of commune-level local government cadres and civil servants, meeting the requirements of the new situation, in the direction of:

Based on the assigned payroll in 2026, select and receive to become commune-level civil servants and public employees for cases with appropriate qualities, capabilities, and professional qualifications, immediately meeting the requirements of tasks and job positions.

Implement the contract regime for performing civil servant and public employee duties for necessary positions, meeting task requirements and meeting standards and conditions according to regulations.

Select and introduce non-specialized personnel in villages and residential groups to ensure conditions, standards, and arrangement procedures according to regulations. Fully and promptly resolve regimes and policies for cases that are not continued to be arranged and used.

Promulgate regimes and policies for non-specialized workers in villages and residential groups before May 26.

The Prime Minister assigned the Ministry of Home Affairs to complete the contents of the Project on arranging villages and residential groups and arranging, using, regimes, and policies for non-specialized workers at the commune level, in villages and residential groups, and advise the Government to issue a Decree regulating the organization and operation of villages and residential groups and some regimes and policies for non-specialized workers in villages and residential groups in accordance with the Government's direction to be issued before May 26, 2026.

The Ministry of Public Security directs the police force at all levels to proactively grasp the situation in the area; coordinate with local authorities at all levels in reviewing and providing data on households residing in the area.

Promptly advise local Party committees and authorities to handle arising issues of security and order in the process of arranging villages and residential groups; ensure the maintenance of political security, social order and safety, and prevent the formation of hot spots and complicated cases at the grassroots level.

Coordinate with the Ministry of Home Affairs and localities to guide the review, consolidation, and arrangement of forces to participate in protecting security and order at the grassroots level in accordance with the arrangement of villages and residential groups before May 25, 2026.
