Prime Minister: Strive to increase the total reserves of gasoline and oil in the country to 90 days

The Prime Minister requested the construction of strategic reserve warehouses, striving to increase the total domestic gasoline and oil reserves to 90 days of net imports.

On April 29, the Government Office said that it had just issued document No. 211/TB-VPCP announcing the conclusion of Politburo Member, Prime Minister Le Minh Hung at the meeting on the situation of task implementation from the beginning of 2026 to date, and the direction of key tasks for the coming time of the Ministry of Industry and Trade.

In the announcement, the Prime Minister requested the Ministry of Industry and Trade to continue to focus on reviewing and consolidating the organization and apparatus, building a clean, strong, united Party Committee, and a streamlined, disciplined, brave, and professional contingent of cadres and civil servants.

Focus on substantially reducing administrative procedures, business conditions, compliance costs and resolution time, strengthen decentralization to localities, in accordance with the direction in Conclusion No. 30-KL/TW, ensuring efficiency and practicality, completing in April 2026.

Regarding the energy sector, the Prime Minister clearly stated that this is a key issue, a premise for economic development to serve digital transformation well, build large databases, develop artificial intelligence, produce semiconductor chips... Therefore, absolutely do not allow shortages of electricity and gasoline for production and consumption in any circumstances.

Regarding ensuring electricity supply, focus on guiding and urging ministries, sectors, and localities to implement electricity saving solutions, implementing the goal of saving at least 3.0% of total electricity consumption nationwide in 2026; in peak hot months (April, May, June, July), implement saving at least 10% of electricity consumption.

Reduce at least 3,000MW of load capacity during peak hours of the power system when there is a risk of supply-demand imbalance; promote the development of self-produced and self-consumed rooftop solar power, striving for 10% of public offices and households to install self-produced and self-consumed solar power associated with energy storage systems (BESS) each year.

Research and promulgate according to their authority or propose to competent authorities to promulgate mechanisms and policies to quickly develop energy storage systems (BESS).

Research and immediately implement transmission line projects to increase electricity purchases from Laos and China to the North in 2027. If necessary, adjust and supplement the Intergovernmental Agreement, supplement the Power Plan VIII to increase electricity sources from Laos to Vietnam.

Research and propose solutions to supplement electricity from floating power plants for use in urgent cases to ensure sufficient electricity supply for production and business, especially in the Northern region.

Regarding ensuring gasoline and oil supply, the Prime Minister requested to closely monitor market developments, proactively research and forecast supply and demand balance to operate appropriately and effectively, not to let breakdowns occur, and ensure sufficient gasoline and oil supply for the market in all situations.

Focus on immediately implementing the review and consolidation of the gasoline and oil distribution system in the direction of minimizing intermediaries, reporting to the Prime Minister in the second quarter of 2026.

Research solutions to increase the output of E10 bio-gasoline supplied to the market to reduce mineral gasoline consumption; strengthen the transition to green transportation, develop green public transport to reduce gasoline and oil use.

Have a plan to deploy investment in building strategic reserve warehouses, striving to increase the total domestic gasoline and oil reserves to be equivalent to 90 days of net imports.
