On April 25, Politburo Member, Prime Minister Le Minh Hung chaired a meeting with the Ministry of Culture, Sports and Tourism on the situation of implementing assigned tasks, especially continuing to implement Resolution 80 of the Politburo and Resolution of the National Assembly on cultural development; handling proposals, recommendations and ways and orientations to effectively solve tasks and issues in the coming time.
Concluding, Prime Minister Le Minh Hung highly appreciated the efforts and important results achieved by the Ministry in implementing the program, work plan and assigned tasks.
Besides the achieved results, the Prime Minister clearly stated that the number of documents, projects, and tasks that have not been completed is still large; some fields are still lacking, there are no laws to regulate, especially related to the cultural industry; the application of science, technology, innovation, and digital transformation still has many limitations.
High-performance sports still have a long gap compared to countries in the continent and the world, it is necessary to innovate thinking and ways of doing things, it is necessary to prepare early, remotely and with strong enough mechanisms and policies.
The development and contribution of tourism and cultural industry are not commensurate with the potential and advantages...

The Prime Minister requested to drastically implement the National Target Program on culture, closely follow goals, principles, criteria, and beneficiaries. Create breakthroughs in the development of physical education and sports; invest with focus and key points.
Restructuring, improving quality and competitiveness, making tourism truly become a key economic sector, striving to welcome 25 million international tourists and 150 million domestic tourists in 2026.
Emphasizing that the culture, sports and tourism sector plays a very important role with double-digit growth, the Prime Minister gave an example that if the number of international tourists to Vietnam increases sharply, it will help increase revenue from tourist spending, from aviation, hotels, cuisine... without much impact on the environment.
Believing that the world and regional context is highly volatile, Vietnam is a very safe destination, this is a great opportunity to attract international visitors but there must be breakthrough solutions, the Prime Minister also noted that it is necessary to think seriously to avoid the situation where international visitors come but most of the revenue belongs to foreign partners.
Strengthen state management and promote the role of the press and media, especially in protecting the ideological foundation of the Party.
Promote the digital transformation of the entire industry, complete the construction of a national and specialized database on culture, sports and tourism in the second quarter of 2026; restructure administrative procedures and improve regulations related to the digital environment.
The tasks to be completed in the second quarter of 2026 include: Building and submitting a Decree regulating copyright fees in the fields of cinema, fine arts, photography, performing arts, journalism, publishing; Decree on professional preferential allowances, training and performance allowance regimes; Decree amending and supplementing a number of articles of Decree No. 119/2020/ND-CP regulating penalties for administrative violations in press and publishing activities.
Government leaders also requested to continue to promote the arrangement and streamlining of the organizational structure and stabilize the operation of the entire sector.
