Prime Minister decides to reduce fees and vehicle registration fees by 30%

The Prime Minister approved a 30% reduction in vehicle registration fees and charges according to the fees and charges currently applied in provinces and cities.

Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1891/QD-TTg dated September 3, 2025 of the Prime Minister approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Public Security in 2025.

For procedures for granting certificates of eligibility for electronic authentication services, the processing time is reduced from 46 days to 31 days.

Procedures for changing certificates of eligibility for business of electronic authentication services reduce processing time from 40 days to 27 days.

Procedures for reissuing certificates of eligibility for electronic authentication services reduce processing time from 3 days to 2 days.

The Prime Minister also approved a reduction in the time for handling driving license procedures from 7 working days to 4.5 working days (a reduction of 2.5 working days).

Reduced the time to process the procedure for changing a driver's license from 5 working days to 3.5 working days (reduced by 1.5 working days); reduced the time to process the procedure for reissuing a driver's license from 5 working days to 3.5 working days (reduced by 1.5 working days).

At the same time, the Prime Minister also decided to remove the procedure for Re-issuing the testing license to the driving test center type 1, type 2, type 3 in cases of damaged, lost, or renamed driving licenses of the testing center because when the paper test license is damaged or lost, an electronic version will be used; in case of changing the name of the Test Center, it will be adjusted in the electronic environment.

According to the plan to simplify administrative procedures, the procedures: First-time online vehicle registration for domestically manufactured and imported vehicles; change and reissue vehicle registration certificates and license plates using partial or direct online public services;... are supplemented with regulations on vehicle registration results integrated on the personal vehicle registration number and reduce fees and charges by 30% according to the fees and charges currently applied in provinces and centrally run cities.

At the same time, the Prime Minister also approved a 30% reduction in vehicle registration fees and charges according to the fees and charges currently applied in provinces and cities when carrying out the following procedures: Temporary vehicle registration is done through the entire online public service; Temporary vehicle registration is done through partial or direct online public services.

Regarding the procedures for granting vehicle registration certificates and license plates in case of changing vehicle owners (registering to change vehicle names), the simplified content includes: Piloting the implementation of electronic ownership transfer transactions to serve the transfer of vehicle ownership on the public service portal; implementing for localities with complete marriage data.

The reason for replacing notarized vehicle sales contracts, certified by electronic data transferring vehicle ownership on the Public Service Portal is to save costs and implementation time for people.

Supplement regulations on vehicle registration results integrated into personal vehicle registration and reduce fees and charges for vehicle registration by 30% according to the fees and charges currently applied in provinces and cities.
