On August 24, the Government Office announced that Prime Minister Pham Minh Chinh signed Official Dispatch No. 144/CD-TTg on ensuring the reduction and simplification of administrative procedures (AP), business conditions and smooth and effective implementation of administrative procedures in the implementation of local government at both levels.
Accordingly, it is expected that in 2025, 488 administrative procedures will be abolished, 2,675 administrative procedures will be simplified (accounting for 74.86% of the total number of administrative procedures related to production and business activities) and 2,028 cuts will be made out of a total of 7,806 business conditions (reaching a rate of 26%).
The provinces and centrally run cities have focused on implementing administrative procedures when reorganizing administrative units and implementing a 2-level local government organization model.
From July 1, 2025 to August 23, 2025, the total number of dossiers received by 34 provinces and cities is 6.5 million TTHC dossiers, of which commune level 4.8 million TTHC dossiers (an increase of about 25% over the same period in 2024).
In addition to the achieved results, the implementation of tasks in the Resolution of the Government and the Official Dispatch of the Prime Minister of a number of ministries, branches and localities still has problems and limitations.
Of which, 2 Ministries: Health and Home Affairs have not submitted to the Prime Minister a plan to cut and simplify administrative procedures in accordance with the Government's requirements in Resolution No. 66/NQ-CP and 2 Ministries: Industry and Trade, Health are not expected to achieve the target of cutting at least 30% of business conditions.
The information systems of some Ministries (such as household registration; business household registration, business household, cooperative; announcement of animal feed information, ...) have not yet been upgraded in a timely manner to meet the requirements of implementing local authorities at 2 levels, implementing administrative procedures regardless of administrative boundaries and connecting and sharing data with the provincial-level administrative procedures information system.
The arrangement of cadres and civil servants of some agencies has not yet been fully guaranteed, meeting the correct expertise and profession of the job position. The personnel arrangement is still uneven among the Public Administration Service Centers, not meeting the job requirements.
The number of administrative procedures provided with online public services in some localities is still low; some places have not been equipped with computers to support the implementation of online public services for people;
To overcome the above limitations, the Prime Minister requested the Ministers of the two Ministries: Health and Home Affairs to urgently complete the development of a plan to reduce and simplify administrative procedures and business conditions related to production and business activities to submit to the Prime Minister for approval, no later than August 31.
The Ministers of the two Ministries: Science and Technology; Foreign Affairs and Governors of the State Bank of Vietnam urgently supplement and complete the dossier to submit to the Prime Minister for approval of the plan to reduce and simplify administrative procedures and business conditions in accordance with regulations, ensuring the achievement of the goals in accordance with the requirements in Resolution No. 66/NQ-CP of the Government, to be completed no later than August 31, 2025.
The Minister of Industry and Trade continues to review, proactively cut and simplify business conditions in developing, issuing legal documents or submitting to the Prime Minister for approval to supplement plans, ensuring a minimum of 30% reduction in business conditions in 2025.
Chairmen of People's Committees of provinces and cities direct the review and completion of mechanisms, policies and administrative procedures stipulated in legal documents under their authority, ensuring completion within the time limit assigned in Official Dispatch No. 127/CD-TTg.
