At the working session, leaders of Tuyen Quang province reported to Politburo Member, Prime Minister Le Minh Hung and the working delegation on the incident of violating the regulations of the 2026 High School Graduation Exam that occurred at the exam site of Tuyen Quang Specialized High School.
Chairman of Tuyen Quang Provincial People's Committee Phan Huy Ngoc said that as of July 15, functional forces have proven that 26 people violated the law in the case.
Based on the report, Prime Minister Le Minh Hung affirmed that the incident of violating the regulations of the 2026 High School Graduation Exam at the exam site of Tuyen Quang Specialized High School is of a particularly serious nature, affecting the strictness and fairness of the exam and having a very negative impact on the prestige of the education sector and the trust of society.
The Prime Minister clearly stated that in order to have sufficient grounds to handle the case in accordance with the law, objectively and strictly, the following principles must be ensured.
First, it is necessary to fully and objectively verify the nature of the case; ensure fairness, publicity, and compliance with the provisions of law.
Second, it is necessary to strictly handle organizations and individuals with violations in accordance with the law. In which, clearly differentiate the roles and responsibilities, nature, and severity of violations of each organization and individual.
Third, the proposed handling plan must be within authority and must comply with the exam regulations and relevant legal regulations; ensuring humanity in education, the legitimate and legal rights of candidates as prescribed. At the same time, it is necessary to strictly maintain discipline, fairness and prestige of the exam.
The Prime Minister assigned the Ministry of Education and Training, the Ministry of Public Security, and the People's Committee of Tuyen Quang province, according to their functions, tasks, and authority, to preside over and coordinate with relevant agencies to continue to urgently and drastically implement the directions.
Tuyen Quang Provincial People's Committee directed the Provincial Police to urgently continue to investigate, verify and clarify the subjects involved in violating exam regulations, violating legal regulations in the spirit of no forbidden zones, no exceptions, and no omission of violations.
The Prime Minister requested that, after having conclusions and official reports from functional agencies, Tuyen Quang Provincial People's Committee shall preside over and report to the Ministry of Education and Training to unify and decide on the handling plan.
The Prime Minister requested the Ministry of Public Security to continue directing Tuyen Quang Provincial Police to urgently investigate and verify violations, subjects in the case and the responsibilities of relevant units and individuals.
The Ministry of Education and Training, based on the provisions of law, exam regulations and the results of investigation and verification by functional agencies, urgently presides over and coordinates with the Ministry of Public Security and Tuyen Quang Provincial People's Committee to thoroughly review, unify and decide on the handling plan for the 2026 high school graduation exam results of Tuyen Quang Specialized High School exam site.
At the same time, coordinate with relevant agencies and localities to continue to comprehensively review the results of the 2026 high school graduation exam nationwide. In case of detecting violations, promptly coordinate with functional agencies to handle them according to regulations and be responsible according to their authority.
At the working session, Secretary of the Tuyen Quang Provincial Party Committee Hau A Lenh said that the Provincial Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena has put the case under monitoring and direction; seriously implementing the Prime Minister's direction.
Also at the working session, the Tuyen Quang Provincial Party Committee reported to Prime Minister Le Minh Hung on the implementation of socio-economic development tasks, disbursement of public investment capital, and operation of local governments at 2 levels.
Accordingly, in the first 6 months of 2026, the GRDP growth rate of the province reached 7.72%; the scale of the economy reached about 46,907 billion VND.
State budget revenue in the first 6 months of the year is estimated at 4,264.8 billion VND, equal to 59.3% of the central government's estimate. Total retail sales of goods and consumer service revenue increased by 74.37% compared to the same period in 2025. The whole province welcomed more than 2.09 million tourist arrivals.
In the first 6 months of the year, the province approved investment policies and issued investment registration certificates for 14 projects with a total registered capital of more than 3,844 billion VND.
The operation of the two-level local government is carried out synchronously and smoothly.
