Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 463/QD-TTg promulgating the Plan to implement the emulation movement "Strongly develop private enterprises, improve the efficiency of state-owned enterprises" (Plan).
According to the proposed plan, strive for the average growth rate of gross domestic product (GDP) in the period 2026-2030 to reach 10%/year or more; the growth rate of social labor productivity to reach about 8.5%/year, and the proportion of the digital economy to reach about 30% of GDP.
There are nearly 2 million businesses operating in the economy, 20 businesses operating per thousand people, and at least 20 large businesses participating in the global value chain.
The average growth rate of the private economy reaches about 10-12%/year, contributing about 55-58% of GDP, about 35-40% of total budget revenue, creating jobs for about 84-85% of the total labor force.
Specifically for state-owned enterprises, there are 50 state-owned enterprises in the group of 500 largest enterprises in Southeast Asia and from 1-3 state-owned enterprises in the group of 500 largest enterprises in the world; there are at least 3 state-owned commercial banks in the group of 100 largest banks in Asia in terms of total assets.
Level, technological capacity, innovation, and digital transformation belong to the top 3 ASEAN countries and the top 5 countries in Asia.
Building and effectively implementing the program to develop 1,000 typical and pioneering enterprises in innovation, digital transformation, green transformation, circular economy, and the development of high-tech and emerging technologies.
To achieve the above goals, ministries, departments, branches, localities, organizations, businesses, and entrepreneurs, focus on emulation to implement the following main contents:
Ministries, departments, branches, and localities emulate to innovate thinking, highly unify awareness and action with the motto: strongly shift from administrative management to development creation, modern management, drastic action, companionship, and support for businesses to develop quickly and sustainably.
Emulate innovation, improve the legal system to be synchronous, transparent, and promptly remove bottlenecks and knots in institutions, decentralization, and delegation of power, creating a favorable, fair, and transparent environment for economic sectors in exploiting and using national resources.
Emulation to innovate a business environment that is open, transparent, stable, safe, and optimized; digitization, greening, smarting, automation, ensuring regional and global competitiveness.
Emulate to build a team of modern entrepreneurs, brave, intelligent, ethical, business culture, honest, improve social responsibility, responsibility to the business community, associated with national identity and reaching out to the world.
The emulation movement is implemented from 2026 to 2030, divided into 2 phases:
Phase 1 (from 2026 - June 11, 2028): Ministries, departments, branches, and localities develop and promulgate Plans to implement the Movement, appropriate emulation criteria in the second quarter of 2026; organize and implement the Emulation Movement effectively and practically; conduct preliminary reviews, assessments, and draw lessons at the ministerial, branches, local and central levels on the occasion of the 80th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2028) to deploy the next phase.
Phase 2 (from July 2028 - 2030): Based on the preliminary review and evaluation of the results of the implementation of phase 1, the Ministry of Home Affairs shall preside over and advise the Central Emulation and Commendation Council to continue to implement Phase 2 of the Emulation Movement and summarize it by the end of 2030.
