On July 13, Politburo member and Prime Minister Pham Minh Chinh chaired a conference on the implementation of the two-level local government model; progress of implementing key transport projects and sustainable development of 1 million hectares of specialized rice in the Mekong Delta. Deputy Prime Minister Tran Hong Ha co-chaired.

This is Prime Minister Pham Minh Chinh's first working trip to the Mekong Delta since the rearrangement of provinces and cities and the implementation of 2-level local governance from July 1, 2025.
Speaking at the conference, Chairman of the People's Committee of Can Tho City Tran Van Lau reported on two key projects: the Can Tho City Oncology Hospital project and the project to upgrade and expand National Highway 91.
Regarding the project to upgrade and expand National Highway 91, the Chairman of the People's Committee of Can Tho City informed that the project to upgrade and expand National Highway 91 from Km0 - Km7 with a total investment capital (according to initial calculations) is more than VND 7,200 billion, of which the cost of compensation and site clearance is about VND 5,556 billion, the rest is construction cost.
However, Mr. Tran Van Lau said that up to now, the total actual compensation cost has been calculated at only about VND 2,400 billion, so the additional cost of this project is more than VND 3,000 billion.
"This project's initial estimate was not accurate, so there was a surplus of more than VND3,000 billion. Thus, the total investment of the project is reduced by more than 3,000 billion VND. The city proposed to allow the establishment of a new project," said Mr. Tran Van Lau.
Regarding Phu Quoc special zone, Prime Minister Pham Minh Chinh suggested focusing on projects serving the APEC Conference that must be fast, beautiful and worthy.
Prime Minister Pham Minh Chinh said that it has been done and the construction can be used for hundreds of years, thousands of years to be worthy of the role and position of the country, worthy of the intelligence of the Vietnamese people.

For environmental waste treatment centers, clean water centers, connecting traffic routes, and activities serving APEC, Prime Minister Pham Minh Chinh emphasized that long-term development must be achieved. In particular, the notebook is not only written in Vietnamese, but also adds English to the guidance system.
Regarding the Can Tho City Oncology Hospital project, Prime Minister Pham Minh Chinh requested that the project must be completely completed by 2026.
"For now, the inspection team will come in to re-inspect the work that has been done, and at the same time, the ODA will be terminated, and the responsibility belongs to whoever is responsible for it, it will be decided and then calculated. In addition, the Ministry of Finance allocates state capital and local capital to balance, and assigns the project to Can Tho City as the investor, Prime Minister Pham Minh Chinh stated.
