This content is stated in Directive 09/CT-TTg of Prime Minister Pham Minh Chinh on strengthening energy saving, promoting energy transition and developing electric transport.
In the directive, the Prime Minister requested to study and develop a program to transform the energy efficiency market, eliminating incandescent lights from 20W to 60W from the market, to be completed in the third quarter of 2026.
In recent years, incandescent lights with efficiency of 60W, 70W, 100W have gradually been replaced by compact fluorescent lights or LED lights.
According to the Institute of Energy and Environmental Science and Technology, a 20W energy-saving compact lamp has a brightness equivalent to a 100W incandescent light bulb; while a 12W compact lamp has a brightness equivalent to a 60W incandescent light bulb. Therefore, using compact lamps can save 75%-80% of electricity compared to incandescent lamps but still give equivalent brightness.
As for new generation LED lights, on the same intensity of lighting, they can save at least 50% of energy compared to compact lights. To achieve the brightness of a 100W incandescent bulb, fluorescent lights need 25W, while LED lights only need 10W.
However, currently, in some places, people still use this type of lamp in lighting and production.
The European Commission ordered the cessation of the production of incandescent bulbs in September 2012, ending the era of this type of lamp after more than 100 years of existence.
Also in Directive 09/CT-TTg, the Prime Minister requested Vietnam Electricity Group to promote programs to manage electricity demand and adjust electricity load. Develop solutions to encourage customers to use electricity economically and efficiently, to be completed in the second quarter of 2026.
Promote the implementation of solutions to reduce electricity consumption for transmission and distribution throughout the system to reach 5.8% by 2030.
Promote the implementation of load demand management programs and electricity saving solutions to achieve a minimum electricity saving level of 3%/year for customers using electricity as a key energy base.
Build a smart, efficient power system with the ability to connect safely with the regional power grid; ensure safe and efficient power supply, to be completed in the fourth quarter of 2026.
Power transmission and distribution units must develop specific programs, plans, norms and roadmaps to reduce power loss in the transmission and distribution system, and be responsible for inspecting and supervising the non-load and overload regime of the power grid system, completing before the fourth quarter of 2026.
Vietnam National Group of Industry - Energy implements energy saving solutions in oil and gas exploitation, processing and transportation.
Strengthen the application of advanced technology to reduce energy consumption in oil and gas exploitation and processing; optimize the operating system of oil refineries and gas processing plants; strengthen the recovery and use of accompanying gas.
Direct oil refineries to focus on production, ensuring to meet at least 70% of domestic gasoline and oil demand; implement gasoline and oil reserves according to regulations.
Develop the gas industry in a synchronous chain from exploitation, collection, treatment, transportation, storage, import of LNG, gas reprocessing to gas consumption and power generation, in which LNG import infrastructure is prioritized for deployment according to the central warehouse (LNG hub) model to optimize the efficiency of asset use.
Deploy and implement the assessment of recovery plans and effective use of energy resources and gas generated in the exploitation stage; control losses in the processing, production, transportation, distribution and storage stages in the enterprise's supply system.
