Prime Minister requests the construction of strategic reserves for energy and gasoline

The Prime Minister requested to carry out planning and construction of strategic reserves for energy and gasoline suitable to the situation according to international experience.

In the afternoon of March 17, Prime Minister Pham Minh Chinh worked with the Task Force on energy security on solutions to continue ensuring national energy security in the face of the impact of the Middle East conflict on the global energy supply chain.

According to the Government Office, concluding the meeting, the Prime Minister assigned the Ministry of Industry and Trade, ministries, and relevant agencies to continue to implement the directions of the Standing Committee of the Government and the Prime Minister to ensure energy security to serve socio-economic development, and not to let gasoline and oil shortages occur in any circumstances.

In which, continue to direct solutions to ensure imported crude oil sources; direct relevant units to maintain safe and stable operation of oil refineries, optimize processing capacity, ensure gasoline and oil supply for the domestic market; soon deploy the production and use of E10 gasoline according to Resolution 36 of the Government.

The Ministry of Finance continues to closely coordinate with the Ministry of Industry and Trade to manage gasoline and oil prices appropriately, ensuring close monitoring of world gasoline and oil price developments and flexibly and effectively using the gasoline and oil price stabilization fund according to regulations; combating smuggling, promptly and thoroughly overcoming the situation of hoarding goods, price increases, and disrupting the situation.

Study solutions on taxes and fees for gasoline and oil, input fuels, in case world oil prices increase sharply for a long time, promptly report to competent authorities for consideration and specific decision.

The Ministry of Industry and Trade coordinates with the Ministry of Public Security, market management forces, and People's Committees of provinces and cities to strengthen inspection and supervision of gasoline and oil business activities, promptly detect and strictly handle acts of speculation, hoarding goods, smuggling, trade fraud, causing market instability, social order and safety disorder, socio-political instability, especially strictly handle organizations and individuals that provide false information.

The Ministry of Industry and Trade directs the Electricity Group and the Coal - Mineral Group to review and ensure the balance of coal, gas, and fuel sources for electricity production in the coming months, and proactively develop response plans in case the supply of imported fuel is interrupted.

Ministries, branches, and localities closely monitor the price situation of food and foodstuffs to manage and control prices. The State Bank of Vietnam creates conditions for businesses operating in the gasoline and oil and energy sectors to have capital to cope with difficult times and crises.

The Ministry of Science and Technology is studying to introduce additives to exploit raw materials more effectively, contributing to greening raw materials, reducing the use of gasoline and fossil fuels.

The Prime Minister agreed to resolve the recommendations of businesses on supporting gasoline and oil transportation, but must absolutely ensure safety for Vietnamese ships and sailors, strictly prohibit the use of Vietnamese ships and the Vietnamese national flag for transportation in other countries, affecting the prestige and honor of the country.
