Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has just signed and issued a plan to strengthen environmental sanitation in Hanoi during the peak season at the end of 2025, New Year's Day 2026 and Lunar New Year Binh Ngo.
The plan aims to strengthen environmental management and maintenance in the entire city during the peak season at the end of the year, New Year 2026 and Lunar New Year Binh Ngo; ensure a clean, beautiful, safe urban environment, serving the needs of daily life, travel and entertainment of the people and tourists.
Along with that, proactively prevent and stop risks of environmental pollution from daily life, production and business activities; minimize the generation of accumulated waste, odors, dust, leachate, environmental incidents in gathering, transit areas and waste treatment areas.
Strongly mobilize the responsibility of local authorities, agencies and units to maintain environmental sanitation and community participation in preserving urban landscape; ensure all waste collection, transportation and treatment activities are operated smoothly and effectively during peak times.
The City People's Committee assigned the Department of Agriculture and Environment to preside over the guidance and urging of environmental sanitation work in the city. Coordinate with the city police and inspectors to inspect the implementation during the peak period.
At the same time, direct the Agricultural and Environmental Technical Center to closely monitor units operating the centralized waste treatment area (Nam Son, Xuan Son...), waste-to-energy plants, and wastewater treatment plants.
The Department of Construction coordinates to inspect and strictly handle means of transporting waste and materials that violate environmental sanitation laws. Direct investors and construction units to apply covers, tarpaulins, and water to prevent dust for construction works; do not let sand, soil, or materials fall and cause environmental dis pollution.
In addition, develop a plan to ensure environmental sanitation during the peak season at the end of the year, New Year's Day 2026 and Lunar New Year Binh Ngo; arrange staff to be on duty, hotline and report according to the requirements of the City People's Committee.
The City Police strengthen coordination in inspecting and handling environmental violations according to their authority. Steering Committee 197 strengthens inspection and organization of working groups with commune-level People's Committees on the content of ensuring urban security, safety and environmental sanitation during the peak season at the end of the year, New Year 2026 and Lunar New Year.
Preside over the direction and guidance of commune-level police to fully and effectively handle environmental violations. Coordinate with the People's Committees at the commune level to ensure security and order during the year-end general environmental cleaning in localities.
Along with that, develop and implement a plan to increase the peak period of inspection and handling of administrative violations in the field of environmental sanitation throughout the city during the peak period at the end of the year, New Year 2026 and Lunar New Year Binh Ngo; ensure seriousness and raise awareness of law compliance of organizations and individuals.
