Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc has just signed Official Dispatch No. 58/CD-TTg dated August 22, 2026 of the Prime Minister on urgently updating, reviewing, summarizing, classifying and proposing solutions to remove difficulties and obstacles for backlog and prolonged projects.
According to the telegram, over the past time, the Ministry of Finance - the standing agency of Steering Committee 751 has issued many documents requesting ministries, central and local agencies to review and update data and propose solutions to remove difficulties and obstacles for backlog and prolonged projects on the 751 System.
As of July 31, 2026, System 751 has recorded information about difficulties and obstacles for 4,619 projects and land facing difficulties and obstacles; of which 3,984 projects have been reviewed and classified into 6 groups of projects on System 751 according to the guidance of the Ministry of Finance; the remaining 635 projects have not been reviewed and classified by ministries, central agencies and localities.
The Prime Minister requested the Provincial Party Secretaries, City Party Secretaries, heads of ministries, branches, and agencies responsible for directing the review, statistics, and overall classification of backlog projects, issues under their authority, to resolutely handle them thoroughly, and at the same time clearly report obstacles and soon propose solutions for issues beyond their authority in accordance with Conclusion No. 18-KL/TW dated April 2, 2026 of the second Conference of the 14th Party Central Committee.
Implement the full update of the classification and handling of difficult, obstacle, and prolonged projects on System 751 according to the guidance of the Ministry of Finance, not allowing cases where there are still difficult, obstacle, and prolonged projects but they are not summarized;
Consider handling and removal according to the direction of the Politburo in Conclusion No. 24-KL/TW dated April 13, 2026, complete before September 15, 2026; be fully responsible for the completeness and accuracy of information and reported data; unify reported data on the handling of difficult, obstacle, and prolonged projects between System 751 and reports to competent authorities.
Proactively coordinate with ministries and sectoral and field management agencies to research and propose policies to definitively resolve difficulties and obstacles of backlog and prolonged projects, and be fully responsible to the Prime Minister for not fully summarizing and statistically analyzing the list of projects and delays in implementation affecting the overall processing and removal progress for projects of Steering Committee 751.
Conducting reviews and giving opinions on the necessity of continuing to issue mechanisms and policies to remove obstacles for projects proposed by localities and agencies.
Advising competent authorities to amend and supplement legal regulations or promulgate specific mechanisms and policies to solve difficulties and obstacles according to the state management function of the agency.
The Ministry of Finance periodically, monthly or unexpectedly summarizes and reports to the Prime Minister; promptly advises and proposes to commend units that perform well, as well as handle responsibilities for units and localities that are slow or do not seriously implement data updates and handle project problems.
