Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 191/CD-TTg dated October 8, 2025 of the Prime Minister on solutions to promote effective production and business for state-owned enterprises.
The telegram aims to promote macroeconomic growth to reach the target of over 8% in 2025, while ensuring strict management of land and assets of State-owned enterprises and State-owned enterprises, improving the efficiency of production and business of State-owned enterprises.
The Prime Minister requested ministers, heads of ministries, ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and cities, Chairmen of Board members/Government Councils, General Directors of corporations, general companies, and state-owned enterprises to focus on directing and implementing synchronously and drastically, improving the efficiency of operations and production and business of state-owned enterprises.
At the same time, it is required that corporations, general companies, and state-owned enterprises: Before October 25, report to the Ministry of Finance on the results of production and business activities of enterprises in the first 3 quarters of 2025, estimated to be implemented until the end of 2025.
In which, focusing on some indicators on revenue, after-tax profit, labor use, average income of employees, restructuring situation, equitization of enterprises, etc., problems, difficulties, and problems that need to be resolved.
At the same time, it clearly stated recommendations and proposals for businesses to successfully complete the growth targets assigned by the owner's representative agency, promote production and business, and improve efficiency for state-owned enterprises.
Based on the above reports, the Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to develop a comprehensive report, advise and propose to the Prime Minister the contents that need to be directed to ensure the completion of the tasks of the state-owned enterprise sector, contributing to the country's growth target of over 8% in 2025, and submitting to the Prime Minister before October 30.
The People's Committees of provinces and cities, corporations, general companies, and state-owned enterprises in land management according to Resolution No. 30-NQ/TW dated March 12, 2014 of the Politburo and Conclusion No. 103-KL/TW dated December 2, 2024 of the Politburo on continuing to arrange, innovate and develop, improve the effectiveness of agricultural and forestry companies to urgently review the current status of land originating from agricultural and forestry farms.
In which, land used for the right purpose is classified, land used for the wrong purpose is not used, land is not used, land is leased, land is contested, encroached, solutions and implementation situation of Conclusion 103-KL/TW mentioned above according to the direction of the Prime Minister in Directive No. 33/CT-TTg dated September 20, 2024, recommendations and proposals; complete the report to the Ministry of Agriculture and Environment before October 25, 2025.
Based on the above reports, the Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and agencies to develop a summary report, advise and propose to the Prime Minister the contents that need to be directed in the process of implementing the arrangement, innovation and development, improving the efficiency of agricultural and forestry companies, in which, pay attention to contents related to land, and submit to the Prime Minister before October 30.
