The Government Office has just issued Notice No. 378/TB-VPCP on the conclusion of Deputy Prime Minister Le Thanh Long during his visit and inspection of the investment project to build the second facility of Viet Duc Friendship Hospital and the investment project to build the second facility of Bach Mai Hospital in Ninh Binh.
The Deputy Prime Minister requested the Ministry of Health, the Project Management Board, contractors and relevant ministries and agencies to be more determined, efforts, and be more proactive and highly focused on intelligence, resources, and synchronously, drastically and effectively implement the tasks and solutions set out to achieve the goal of completing and putting the two hospitals into use before November 30.
This is to serve the work of caring for and protecting people's health, not to let it go to waste, while contributing to reducing hospital overload and improving the quality of medical examination and treatment for people.
In particular, the Deputy Prime Minister requested the Ministry of Health to continue to proactively monitor the actual situation; monitor and review the progress weekly and monthly for all work items at the two projects.
In the immediate future, urgently preside over and closely coordinate with the Ministry of Construction and relevant agencies to completely resolve difficulties and problems in the preparation and examination of estimates for the electromechanical and interior parts of the two projects; especially urgently focus on consolidating, perfecting, and improving the capacity and operational efficiency of the Project Management Board.
The Ministry of Health directs the Project Management Board to review the construction organization plan, prepare a plan to handle specific issues arising during the implementation process; closely coordinate with contractors to continue to mobilize and use resources appropriately and effectively based on the actual implementation progress of the two projects.
The Ministry is also assigned to proactively work and discuss with the Fire Prevention and Fighting Police Agency to review and agree on solutions to ensure acceptance conditions for fire prevention and fighting; especially pay attention to ensuring quality when organizing acceptance of items of the two projects.
Direct Viet Duc Hospital and Bach Mai Hospital to continue to proactively carry out professional and technical work, organize recruitment, training, and arrange human resources.
At the same time, proactively coordinate with relevant agencies to develop plans on operating mechanisms, financial mechanisms and human resource use to prepare operating conditions immediately after the two projects are completed and handed over for use.
The Ministry of Public Security directs relevant agencies to coordinate with the Ministry of Health and the Project Management Board to review and agree on solutions to ensure acceptance of fire prevention and fighting conditions when completing the two projects.
The Ministry of Finance coordinates with the Ministry of Health and the Project Management Board to study, review and propose solutions to resolve difficulties and problems related to the payment mechanism for completed items of the two projects.
The People's Committee of Ninh Binh province closely coordinates with the Ministry of Health, the Project Management Board, Viet Duc Friendship Hospital and Bach Mai Hospital to prepare housing areas for cadres, doctors, medical staff, and workers working at facility 2 of the two hospitals and ensure the necessary conditions to put them into smooth and effective use immediately after completion.
