New phase salaries must attract high-quality human resources to the public sector

The Deputy Prime Minister emphasized that the salary policy in the new period must contribute to retaining and attracting high-quality human resources to the public sector.

On the afternoon of September 22, at the Government Headquarters, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra - Head of the Central Steering Committee for Salary Policy Reform, Social Insurance (BHXH) and Preferential Treatment for People with Meritorious Services, chaired a working session with the Ministry of Home Affairs on building a Project on salary policy reform and BHXH.

At the working session, the Deputy Prime Minister emphasized that this is a difficult project, in which salary policy reform is a particularly complex issue.

Over the past time, the adjustment of the base salary level has been implemented step by step; the mechanism and salaries in the business sector have been adjusted quite well. Along with that, the restructuring and streamlining of the organizational structure has contributed to creating resources for salary policy reform.

Bonus policies for cadres, civil servants, and public employees are also being gradually researched and supplemented, associated with the classification and evaluation of the team.

According to the Deputy Prime Minister, although the salary reform has not been implemented fundamentally and comprehensively, the approach in the past has basically been suitable for socio-economic development conditions and budget balancing capacity, ensuring prudence, step by step and with a basis.

Regarding social insurance policy, the Deputy Prime Minister assessed that there have been positive changes, but reality is also posing many new issues.

The Deputy Prime Minister noted that salary and social insurance policies are closely linked. The determination of social insurance contribution levels, retirement regimes and fund management if not calculated appropriately may create pressure on the balance of the social insurance fund.

Therefore, the project needs to aim to ensure inclusiveness, comprehensiveness, synchronization, fairness and ability to adapt to changes in practice.

Giving opinions on the Project, the Deputy Prime Minister noted to clarify the necessity and basis for building the Project in the following aspects: Political basis, legal basis and practical basis; and at the same time closely assess the results, limitations, and inadequacies after nearly 10 years of implementing Resolution 27-NQ/TW and Resolution 28-NQ/TW.

The Deputy Prime Minister emphasized that the reform of salary and social insurance policies needs to be placed in the new context of the country, associated with the requirements of innovating the growth model, improving labor productivity, reorganizing the apparatus, building a 2-level local government, changes in the labor market, job structure, population aging and the emergence of new forms of employment.

The world situation is changing rapidly, is complex and contains many instability factors, requiring the wage policy in the new period to both adapt to fluctuations and be suitable for macroeconomic conditions, capable of timely adjustment both in the short and long term, and at the same time contribute to retaining and attracting high-quality human resources to the public sector.

According to the Deputy Prime Minister, flexibility and adaptability are important requirements for salary policies as well as social insurance.

The Deputy Prime Minister assigned the Ministry of Home Affairs to continue to complete the project dossier, organize consultation workshops, and at the same time send opinions to ministries, branches, localities, and relevant agencies to submit to competent authorities for consideration, ensuring progress and quality, and submitting to the 5th Conference of the 14th Party Central Committee.
