Central Committee discusses salary reform in March 2027
The salary and social insurance reform project is expected to be submitted to the Politburo and the Secretariat in February 2027, before being submitted to the Central Government for consideration in March.
In the immediate future, ministries, branches, and agencies will summarize the implementation of salary and social insurance policies from 2018 to date; identify inadequacies, causes and propose solutions suitable to the specific characteristics of each unit. The assessment content focuses on the base salary level, salary scale, allowance regime and salary mechanism for groups under management. The Ministry of Finance is responsible for researching and proposing resources to implement reforms.
The goal of this reform is to ensure that salaried people can live on their salaries, have income equal to the average level in society, on the basis of sufficient compensation for the annual increase in living costs and have improvements according to the growth rate of the economy.
Talking to Lao Dong on September 10, Mr. Nguyen Tuc - Chairman of the Advisory Council on Culture - Society (Central Committee of the Vietnam Fatherland Front) - emphasized that this salary reform is an opportunity to strongly promote the process of reforming the national public service; improve the sense of responsibility of the contingent of cadres, civil servants and public employees.
After arranging administrative units and apparatus, there must be a modern, streamlined, effective, efficient and honest public service, taking serving the best needs of people and businesses as the ultimate goal.
The new public service system must be built on the development of the knowledge economy and the science of state organization - administrative science, clearly describing the tasks of each title and job position in the apparatus, from managers to specialists, creating a basis for evaluating the capacity, qualifications and salaries of each civil servant in the apparatus. Linking salary payment to civil servants with promoting the responsibility of the head of state agencies.
Identify the job position correctly and accurately
National Assembly Deputy Bui Hoai Son (Hanoi) said that the core of salary reform is to correctly and accurately identify job positions. When job positions are designed accurately, that is the basis for scientific staffing.
It is necessary to start from the job position that functional agencies can determine how many focal points an agency needs, how many staff positions each focal point needs, how many leaders, how many specialists and specific requirements for each position. In parallel, the system of title standards must also be reviewed and fully completed, as a basis for calculating and determining corresponding salaries for each position and each job.
Clearly defining specific job position groups will create a very important basis for ministries, branches and localities, especially at the commune level, to arrange and use cadres and civil servants in accordance with their functions and tasks, in accordance with the requirements of arranging the organizational structure and the current two-level local government model.
At a working session with the Ministry of Home Affairs on September 9, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra requested that, for the salary and social insurance reform project, the Ministry of Home Affairs needs to prepare carefully, consult independent expert groups, and study many options before reporting to competent authorities.
