The Ministry of National Defense has issued Circular No. 50/2026/TT-BQP detailing and guiding Decree No. 363/2025/ND-CP of the Government stipulating policies to attract and value talents for the Vietnam People's Army.

For subjects attracted to the military payroll, they will be arranged and assigned jobs suitable to their professional fields and create conditions and opportunities for contribution and development; priority will be given to considering planning for command and management cadres at all levels.
After recruitment from 2 years, if they excellently complete their tasks and make outstanding contributions, they will be considered for appointment to command and management cadres suitable to their qualifications, capacity, expertise, organization, staffing and task requirements.
Regarding salary ranking, conferment, promotion, and salary increase policies, for subjects who have not participated in compulsory social insurance contributions and are not cadres, civil servants, and public employees, they are considered for conferment of the rank of Senior Lieutenant if they are excellent university graduates; consider conferring the rank of Captain if they have a master's degree, specialist doctor level I, specialist pharmacist level I; they are considered for conferment of the rank of Major level if they have a doctorate degree, specialist doctor level II, specialist pharmacist level II.
In case the above subjects are cadres, civil servants, public employees or have participated in compulsory social insurance contributions, they are considered for salary ranking and military rank of officer based on training level, achievements, current salary level, compulsory social insurance contribution time, ensuring at least two levels higher than subjects with the same training level, current salary level, compulsory social insurance contribution time but are not subject to attraction policies.
After entering the military rank, the subjects are considered for promotion, salary increase ahead of schedule or exceeding ranks according to regulations.
For subjects subject to talent retention, priority will be given to considering planning command and management cadres at all levels; being transferred and appointed to positions and positions suitable to their qualifications and capabilities.
These subjects will also be considered for appointment to command and management positions when they do not meet some conditions and standards according to regulations; being considered for over-the-counter appointment and creating a source of development to high positions; being prioritized for rotation to meet standards for training, fostering, planning, and appointment.
In case of being able to meet the requirements of the task, it is considered to extend the time of service in the army more than current regulations; in special cases, it is considered to continue to hold leadership, command, and management positions and to preserve the current regimes and policies for a long time.
