Accordingly, the Government has just issued Decree No. 66/2026/ND-CP detailing a number of articles of the Law on Education; which clearly stipulates the subjects and conditions for being awarded the title of Honorary Doctor, Honorary Professor.
The Decree stipulates that the recipients of the title are teachers, scientists; political and social activists.
To be awarded the title of Honorary Doctor, teachers, scientists; political and social activists must meet the following conditions:
Teachers and scientists who are overseas Vietnamese or foreigners who have made many contributions to the cause of education and science of Vietnam, are awarded the title by a higher education institution training at the doctoral level of Vietnam based on the level of contribution to the field of training, researching strengths or development orientation of the higher education institution and the criteria of the higher education institution.
Political and social activists who are overseas Vietnamese or foreigners who have made many contributions to the cause of education and science of Vietnam, have international prestige, have many achievements and contributions to friendship, to socio-economic development of Vietnam and are awarded by a higher education institution training doctoral degrees in Vietnam based on the level of contribution to the field of training, researching strengths or development orientation of the higher education institution and according to the criteria of the higher education institution.
The Decree also clearly states the conditions for conferring the title of Honorary Professor, including:
The recipients of the title are teachers, scientists; political and social activists.
To be awarded the title of Honorary Professor, teachers, scientists; political and social activists must meet the above 2 conditions, and must also have a doctorate degree.
The process of conferring the title of Honorary Professor is carried out according to the process of conferring the title of Honorary Doctor.
