Regulations on periodic Party member commendation
According to Section 6 of Guidance 06-HD/TW in 2025, there are regulations on commending party members periodically as follows: The grassroots Party Committee and grassroots Party cell consider awarding certificates of merit to party members who meet the standard of "Excellently completing tasks" in the year.
The Standing Committee of the Party Committee directly above the grassroots Party organization considers awarding certificates of merit to party members who meet the standard of "Excellently completing tasks" for 5 consecutive years.
The Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Government consider awarding Certificates of Merit to Party members who meet the standard of "Excellently completing tasks" for 5 consecutive years.
The Party member standard "Excellently completing tasks" is implemented according to the Guidance of the Central Organization Committee.
Bonuses attached to the forms of commendation of the Party and State are implemented according to the regulations of the Secretariat, decrees of the Government, and guidance of the Party and State financial agencies.
Bonus spending level
According to the provisions of Section II of Official Dispatch No. 19780-CV/VPTW on adjusting a number of contents in Guidance No. 56-HD/VPTW of the Party Central Committee Office (effective from December 29, 2025), the level of bonus payment in case of periodic commendation for party members is implemented as follows:
Party members who meet the standard of "Excellently completing tasks" in the year are awarded certificates of merit from the grassroots Party Committee, grassroots Party cell or directly superior Party committees of grassroots Party organizations (for places without grassroots Party committees): Bonus attached equal to 0.3 times the base salary level, equivalent to 702,000 VND.
In addition, party members who meet the standard of "Excellently completing tasks" for 5 consecutive years and are awarded certificates of merit from the standing committee of the directly superior Party committee of the grassroots Party organization will receive bonuses attached equal to 1.0 times the base salary level, equivalent to 2.34 million VND/month.
In addition, party members who meet the standard of "Excellently completing tasks" for 5 consecutive years are awarded certificates of merit from the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Government: Bonuses attached equal to 1.5 times the base salary level, equivalent to 3.51 million VND/month.
Based on Point 2, Section III of Guidance No. 56-HD/VPTW, the bonus amount for forms of commendation for outstanding and unexpected achievements is the same as the bonus amount for periodic commendation forms in Point 1, Section (III).
Currently, the bonus level at Point 1 Section (III) of Guidance No. 56 has been adjusted by Official Dispatch No. 19780-CV/VPTW according to the above regulations.
