On October 1, Party Central Committee member, Vice Chairman of the National Assembly Nguyen Khac Dinh - Deputy Head of the Central Steering Committee on anti-corruption and negativity chaired a conference to contribute opinions on the Project "Strengthening the Party's leadership in institutionalizing the Party's guidelines and policies on anti-corruption and negativity into State laws".
At the conference, opinions agreed that the content of the Project needs to closely follow the requirements of the Central Committee and the Central Steering Committee on preventing and combating corruption and negativity.
Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that the Directive on strengthening the Party's leadership in institutionalizing the Party's guidelines and policies on preventing and combating corruption and negativity into State laws has two contents: strengthening the Party's leadership; strengthening the Party's leadership in the field of institution building, and must be closely linked to each other.
The Vice Chairman of the National Assembly stated that there needs to be unity and close connection between the Project and the Directive, in which the Project is the explanation for the Directive, and the Directive is the "soul" of the Project.
With such an approach, the Vice Chairman of the National Assembly stated that opinions at the conference suggested that the Project should clarify the Party's comprehensive leadership in institutionalizing the work into laws to prevent and combat corruption and negativity.
Besides, the Party leads the work of raising awareness of cadres and party members about corruption prevention and institutionalization.
The Party continues to review, systematize, research, amend, supplement and perfect laws on corruption prevention and control; innovate the process of promulgating legal documents in general, including laws on corruption prevention and control, to institutionalize them faster, more closely and more effectively. At the same time, the Party strengthens inspection, supervision and handling of violations; ensures human resources.
Regarding implementation, the Vice Chairman of the National Assembly stated that some proposed opinions in the Project and Directive need to be supplemented regarding the relationship between legal institutions in general and legal institutions for law prevention and control in particular.
At the same time, the study clarifies the responsibilities of the subjects in institutionalization; the level and cases of institutionalization; the level of institutionalization implementation...
On the other hand, there are opinions and recommendations that the Politburo directs the early amendment of the Law on Promulgation of Legal Documents to have special procedures for rapid promulgation, overcoming policy delays, and quickly bringing the Party's guidelines into life.
The Vice Chairman of the National Assembly said that the drafting committee will seriously absorb the opinions of the delegates in the process of completing the Project dossier, and seek opinions from the Steering Committee members and relevant agencies before submitting it to the National Assembly Party Delegation.
