On February 3, at the Party Central Committee Headquarters, a conference was held to announce the Politburo's Decision on the establishment and appointment of personnel for four Party Committees directly under the Central Committee; on the functions, tasks, powers, organizational structure, and working relationships of three Party agencies at the Central level.

Speaking at the conference, General Secretary To Lam emphasized that the organization of the conference to announce the decision on organizational work continued to demonstrate the determination, efforts and endeavors of agencies and units in the past time and had a very profound political significance because it was held right on the 95th anniversary of the Party's founding (February 3, 1930 - February 3, 2025).
The General Secretary pointed out that 2024 has passed with many exciting achievements for the country, especially in socio-economic development and Party building.
In particular, with great efforts and exemplary spirit, determination, urgency and seriousness in implementing the Resolution of the Central Executive Committee and the Conclusion of the Politburo on streamlining the apparatus of the political system, the rearrangement and streamlining of the apparatus of the Party agencies, judicial agencies and central organizations has been basically completed.
This is the important basis and premise to continue to successfully complete the arrangement and streamlining of the political system's apparatus in the coming time, ensuring quality, efficiency and on schedule as set out.
The General Secretary requested that agencies and units, based on the functions and tasks specified in each decision, urgently deploy work according to the new model and new organization. Especially the four Party Committees directly under the Central Committee and the merged Party Committees, with additional functions and tasks, must ensure good inheritance of the tasks of the Party organizations that have ended their operations, without interruption, stagnation or omission.
The General Secretary requested to urgently complete the administrative legal procedures for the operation and transactions of the legal entities of the 4 Party Committees directly under the Central Committee and of the 2 Committees: the Central Committee for Propaganda and Mass Mobilization, the Central Committee for Policy and Strategy; urgently develop working regulations or review, supplement, and amend the working regulations of the agency, of each affiliated unit in each agency, also in the spirit of "running while lining up" to ensure the full implementation of the new functions and tasks of each agency and unit, in each task, the presiding unit and the presiding person must be clear, and the assignment of tasks must be organic and consistent.
Agencies and units continue to organize political and ideological work well in receiving and arranging agency leaders and leaders of affiliated units; in arranging headquarters and workplaces, ensuring more effective and efficient operations than before.
On the basis of arranging and streamlining the apparatus of Party agencies, judicial agencies and central mass organizations, the General Secretary requested the National Assembly Party Committee and the Government Party Committee to closely coordinate with the Central Organizing Committee to direct functional agencies to urgently advise the Government, the Prime Minister and the National Assembly to perfect the institutions, and at the same time complete the arrangement and streamlining of the apparatus of Government and National Assembly agencies, including arranging and assigning internal personnel as a basis for localities to implement, ensuring unity and synchronization in the entire political system.
