Decisive and urgent in streamlining the organizational apparatus

On December 30, 2024, at the Party Central Committee Headquarters, General Secretary To Lam chaired a conference to announce the Politburo's Decision on the functions and tasks of 13 Party committees, Party public service units, the Central Committee of the Vietnam Fatherland Front and socio-political organizations at the central level, according to VNA.

Also attending the conference were Politburo members: President Luong Cuong; National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat, Head of the Central Inspection Commission Tran Cam Tu.

At the conference, Mr. Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee - announced: On December 28, 2024, the Politburo issued Decisions on the functions, tasks, powers, organizational structure, and working relationships of the agencies: Central Organizing Committee, Central Inspection Committee, Central Internal Affairs Committee, Ho Chi Minh National Academy of Politics, Nhan Dan Newspaper, Communist Magazine, Truth National Political Publishing House, Central Agency of the Vietnam Fatherland Front, Vietnam General Confederation of Labor, Central Agency of the Ho Chi Minh Communist Youth Union, Central Agency of the Vietnam Women's Union, Central Agency of the Vietnam Farmers' Association, and Vietnam Veterans' Association.

Presenting the Decision to the heads of agencies and units, General Secretary To Lam commended the exemplary spirit, efforts and positivity of the agencies in implementing the Resolution of the 10th Central Conference, Session XIII, the policy of the Politburo and the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, promptly completing the development of projects for consolidation, merger, dissolution and reviewing functions, tasks and organizational structure.

Agencies and units have proposed streamlining the internal apparatus and supplementing and adjusting functions and tasks, improving effectiveness and efficiency, meeting the requirements of the new situation according to the following principles: Inheriting existing functions and tasks that are still suitable. Eliminating or supplementing functions and tasks of agencies, units and departments that have been transferred or received when rearranging the apparatus. Supplementing functions and tasks that have been assigned by competent authorities in the recent past and some functions and tasks to meet development requirements in the coming time.

The General Secretary affirmed that the completion of the reorganization and streamlining of the apparatus by 13 central party and mass organizations is a result of great efforts, exemplary spirit, determination, urgency, and seriousness in the reorganization and streamlining of the apparatus of each agency and the close coordination and responsibility of the Party's advisory and support agencies at the central level.

No interruption, stoppage, omission

The General Secretary requested that each agency immediately begin operating in accordance with the functions and tasks decided by the Politburo; ensuring that work continues to operate normally, without interruption, suspension, or omission. During the implementation process, the agencies will continue to review and agree with the Central Organizing Committee to report to the Politburo for amendments and supplements when necessary, ensuring that after the organization and staff are rearranged, the agencies and units must operate better and more effectively.

The General Secretary requested the Ministry of Home Affairs, the National Assembly Delegation Work Committee to coordinate with the Central Organization Committee to advise the Government, the Prime Minister, and the National Assembly to soon promulgate policies and regimes for cadres to implement the arrangement and structure of the cadre team with the view of streamlining the cadre team but retaining talented people and attracting good people to work in the public sector.

Continue to promote the spirit of determination and urgency, to reorganize the agencies of the Government, the National Assembly and localities, ensuring the completion of the reorganization and streamlining of the apparatus on schedule and according to the set plan. The reorganization process is not too perfectionist but also not subjective or formal; ensuring smoothness, no congestion in handling work, avoiding waste and loss of assets and facilities of agencies and units.
