The Government Inspectorate has just issued a Notice of Conclusion of the Inspection of a number of projects with difficulties and problems at the Ministry of Education and Training and the Vietnam Academy of Science and Technology (Hue University Compensation and Site Clearance Project).
According to this announcement, after the Project was approved, the Ministry of Education and Training and Hue University have tried to focus on implementing the Project; the initial project implementation period is 3 years (2020 - 2022) and must be extended to adjust the implementation period to 6 years (2020 - 2025); by July 1, 2025, the project will only disburse 67.8% of the assigned capital plan and reach 61.02% of the total approved investment; the area of compensation and site clearance is 19.44 ha/44 ha with 14% of households having been compensated and supported, while the project implementation period is until the end of 2025.
The inspection showed that the main difficulty and problem of the Project was the slow site clearance work, not meeting the approved progress of the Project.
The inspection agency also determined that Hue University was irresponsible in project management and implementation, leading to many shortcomings and defects in the implementation process, violating regulations on public investment, state budget management, management of public investment capital use, payment of public investment capital, planning, payment control; the Ministry of Education and Training was irresponsible in performing the duties and tasks of the investment decision maker, laxing the work of monitoring, inspecting, supervising, and evaluating investment projects.
The Government Inspector General recommended that the Prime Minister direct the Ministry of Education and Training to organize a review of responsibilities and take strict handling of responsibilities according to the provisions of law for Ministers and Deputy Ministers assigned to be in charge of the Project (depending on each period) related to the violations mentioned in the Inspection Conclusion, and report to the Prime Minister.
The Government Inspectorate also recommended that the Prime Minister direct the People's Committee of Hue City to review responsibilities and take strict handling of responsibilities according to the provisions of law for not providing records and documents as requested by the Government Inspectorate, violating Clause 2, Article 42 of the Law on Inspection 2025.
For Hue University, the Government Inspectorate recommends that the Minister of Education and Training, under his authority, direct Hue University to organize a review and strictly handle responsibilities according to the provisions of law for the Director, Deputy Director, Chief Accountant, Hue University Office, Project Implementation Support Team (established by Hue University) and units and individuals (by period) related to shortcomings, defects, and violations stated in the Inspection Conclusion.
