Saving and combating wastefulness must be associated with administrative reform

The 2025 Law on Saving and Combating Wastefulness stipulates that one of the principles of saving and combating wastefulness must be linked to administrative reform and digital transformation.

From July 1, 2026, the 2025 Law on Savings and Waste Prevention officially takes effect. This Law consists of 06 Chapters with 38 Articles regulating savings and waste prevention in the fields of management and use of public finance, public assets; organizational structure and management and use of labor in the state sector.

At the same time, this law also stipulates the management, exploitation and use of resources and energy; production, business and consumption activities of enterprises, organizations, households, and individuals.

Notably, the law clearly states that thrift and anti-wastefulness are regular and continuous tasks from policies, guidelines, building and implementing laws associated with summarizing, evaluating, inspecting, examining, auditing, and supervising.

The assessment of thrift and anti-wastefulness must be based on norms, standards, and regimes issued by competent authorities, combined with a comprehensive assessment of task performance results, output quality, resource utilization efficiency and social impact.

At the same time, thrift and anti-wastefulness must be associated with administrative reform, application of science and technology, innovation, and digital transformation.

Implement decentralized management, close coordination between levels, sectors, agencies, and organizations in performing assigned tasks associated with the responsibility of heads, the responsibility of cadres, civil servants, public employees, and employees in agencies, organizations, and units to save and combat wastefulness.

Ensuring democracy, publicity, transparency and the supervisory role of the National Assembly, People's Councils at all levels, the Vietnam Fatherland Front and the People in thrift and anti-wastefulness.

In handling acts of causing waste, it is necessary to clearly distinguish between acts of causing waste due to irresponsibility, violations of the law and objective risks in the process of innovation, implementation of pilot mechanisms and policies, encouraging cadres to be dynamic, innovative, creative, dare to think, dare to do, dare to break through, dare to take responsibility for the common good.

Regarding the provision and handling of waste detection information, this Law clearly states that waste detection information includes news and articles published in the mass media or opinions reflecting, denouncing, and denunciating sent to competent authorities or information provided in other forms as prescribed by law;

Agencies, organizations, and individuals have the right to provide information to the heads of agencies, organizations, Heads of higher-level agencies directly in the place where waste occurs, inspection, examination, investigation agencies, and the People's Procuracy for consideration, resolution or posting information in the mass media as prescribed.

Heads of agencies and organizations receiving information about waste are responsible for receiving, processing, and resolving information about waste detection in accordance with the provisions of law on denunciation, law on citizen reception, and relevant laws.

In case of waste, it must be prevented and promptly remedied; handled according to authority or submitted to competent authorities for handling violations and publicize the handling results; explain to functional agencies about the occurrence of waste according to regulations;

Inspection, examination, investigation agencies, People's Procuracies, heads of directly superior agencies when receiving information about wastefulness are responsible for directing and organizing clarification according to their functions and tasks, preventing and promptly handling according to their authority or proposing competent authorities to handle according to the provisions of law.
