The Politburo issued Regulation No. 365-QD/TW regulating the standards for the title of cadres under the management of the Party Central Committee, the Politburo, the Secretariat and the framework for the title of cadres in leadership and management at all levels.
Regulation No. 365-QD/TW has set out title standards for cadres under the management of the Central Government, including title standards for Vice President and Vice Chairman of the National Assembly.
Vice President
Accordingly, cadres holding the position of Vice President must fully meet the general standards of Politburo member, Secretariat member or Central Party Executive Committee member, and must meet the following standards:
Have necessary knowledge, the ability to analyze, evaluate and make policies in the fields of internal affairs, foreign affairs, security, national defense, and justice.
High prestige in society and the ability to gather, gather, strengthen the great national unity bloc, create social consensus according to the Party's guidelines, policies, and laws of the State. Having a deep and sharp mindset on politics and diplomacy.
Have leadership and management capacity according to assigned functions, tasks, and powers.
Be an official member of the Party Central Committee for a full term, and at the same time experience and successfully complete tasks in key leadership positions at the provincial level or leaders of central departments, ministries, branches and organizations.
Special cases are decided by the Party Central Committee.
Vice Chairman of the National Assembly
Cadres holding the position of Vice Chairman of the National Assembly must fully meet the general standards of Politburo member, Secretariat member or Central Party Executive Committee member, and must have the following qualities and abilities:
thorough understanding of Vietnamese law, international law and practice. Have necessary knowledge in the fields of economy - society, national defense, security, and foreign affairs of the country.
Have the capacity to direct and concretize the Party's guidelines, policies and resolutions on innovating the work of law-making into State laws; supervise and direct the organization of effective law enforcement.
Have expertise in the field of responsibility; have the ability to detect limitations and weaknesses in the field of responsibility and propose solutions to overcome them. Having the capacity to manage the activities of the National Assembly and the National Assembly Standing Committee according to assigned tasks and powers.
Be an official member of the Party Central Committee for a full term, and at the same time experience and successfully complete tasks in key leadership positions at the provincial level or leaders of central departments, ministries, branches and organizations.
