On February 13, the National Assembly discussed in groups the draft Law on Government Organization (amended); the draft Law on Local Government Organization (amended); and the draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.
According to the Government Office, speaking at the discussion at Group 3 (Bac Giang, Dak Nong, Nghe An), Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the 9th extraordinary session of the National Assembly is taking place to consider and resolve legal issues related to the formation and merger of agencies and organizations in the spirit of Resolution No. 18-NQ/TW of the Central Committee.
Because the merger of ministries and departments must start from the law; it requires simultaneously amending the Law on Organization of the National Assembly, the Law on Organization of the Government, and the Law on Organization of Local Government to create a legal basis for building and implementing a streamlined, reasonable, effective, and efficient state apparatus.
Re-raising the question of "why streamlining", the First Deputy Prime Minister pointed out that currently the national budget is spending up to 70% on regular expenditures, the apparatus is too cumbersome.
Therefore, if we want to strengthen the national defense and security potential to protect the Fatherland, build roads and infrastructure while relying on 30%, there is no other way but to streamline. However, to streamline effectively, there must be a suitable legal corridor.
"Has the streamlining stopped? The process of streamlining the apparatus is only the first step and we need to continue researching to streamline it further, so the law may also be adjusted in the near future," the Permanent Deputy Prime Minister said.
The Government leader also emphasized the requirement that we must have a more streamlined, effective and efficient apparatus and that the people's contributions to support the apparatus be as small as possible, with the remaining money reserved for socio-economic development to improve people's lives.
In this spirit, the Permanent Deputy Prime Minister pointed out that the first task set by the extraordinary session is to create a legal corridor that not only creates conditions for state agencies to operate effectively but also demonstrates innovative thinking in law-making.
That is to eliminate the practice of "if you can't manage it, then ban it" and ensure that the law can perform both functions: the management function and the creative function to promote social development.
The second problem is the strong, much more hierarchical thinking.
"Yesterday we discussed the Law on Organization of the National Assembly, according to which the National Assembly has delegated a lot of authority to the Standing Committee of the National Assembly and the National Assembly also delegated authority to the Government, decentralizing power to the Government.
Today, discussing the Law on Government Organization and the revised Law on Local Government Organization also follows the same spirit of innovation, we must decentralize and delegate more power to the lower levels" - Permanent Deputy Prime Minister Nguyen Hoa Binh cited.
