Streamlining to the maximum, only keeping press agencies is really necessary

The Politburo and the Secretariat request a general review of the functions, tasks, and organizational structure of press agencies in the direction of maximum streamlining.

Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 126-KL/TW of the Politburo and the Secretariat on a number of contents to continue to reorganize and streamline the apparatus of the political system in 2025.

One of the notable contents in the conclusion is the arrangement of press agencies.

The Central Propaganda and Mass Mobilization Committee is assigned to preside over and coordinate with the Central Organizing Committee, the Government Party Committee, Party committees at all levels and Party organizations to study and orient the arrangement of local press agencies in the direction of merging radio and television agencies under the Provincial People's Committee into press agencies of provincial and centrally-run city Party Committees.

Assign the Party Committee of the Fatherland Front and Central organizations to coordinate with the Central Organization Committee, the Government Party Committee, the National Assembly Party Committee and Party Committees of socio-political organizations and mass organizations at the Central level assigned by the Party and State to:

Lead and direct a general review of the functions, tasks, and organizational structure of affiliated agencies and organizations, especially press agencies, to ensure unified management and operational efficiency in the direction of maximum streamlining, only maintaining units that are really necessary, and report to the Politburo in the second quarter of 2025.

Regarding this content, the Central Propaganda and Mass Mobilization Committee has just issued Official Letter No. 34-CV/BTGDVTW (February 17, 2025) on directing the implementation of Resolution 18-NQ/TW for provincial and municipal press.

The Central Propaganda and Mass Mobilization Committee recommends that for localities with plans to merge Party newspapers and radio and television stations, it is recommended to closely follow the Party's guidelines, viewpoints, and regulations and the State's laws.

The arrangement of the apparatus of Party newspapers and local radio and television stations needs to overcome the overlapping situation in terms of functions and tasks; streamline the apparatus; focus resources on investment to ensure the goal of press agencies after merger and consolidation to operate better, and perform more effectively the task of information and propaganda.

Regarding the model and governing body, operating according to the model of public service units under the provincial and municipal Party Committees.

Regarding the name of press agencies, closely follow relevant regulations, Press Law 2016; inherit and promote the familiar traditional brand value of local Party newspapers, unify the name of the newspaper associated with the name of the local administrative unit.

Do not let the arrangement and consolidation affect the implementation of local political, information and propaganda tasks.

For Hanoi and Ho Chi Minh City, to closely follow the Party's viewpoints and policies, the State's laws on journalism, the Capital Law 2024, Resolution 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City and the practical situation of journalism activities, urgently research and develop appropriate plans and models for press agencies to submit to competent authorities for consideration, appraisal and approval.
