On September 14, Prime Minister Pham Minh Chinh chaired a special Government meeting on law-making in September 2024, aiming to continue perfecting the legal framework, overcoming limitations, removing obstacles, and unleashing all resources for development.
Opening the meeting, the Prime Minister said that storm No. 3 (Yagi) with extremely high intensity made landfall directly in our country and its circulation caused heavy rain over a large area, causing floods in many localities in the northern region, causing huge losses in both life and property; seriously affecting production and people's lives.
In recent days, the entire political system, all walks of life, especially the armed forces in provinces and cities, have joined forces to support people in affected areas.
In times of trouble, the spirit of solidarity, "mutual love", "helping each other", love for fellow countrymen, and the strength of the nation have contributed to minimizing the damage of storm No. 3.
The Prime Minister requested that members of the Government "each work as hard as two", urgently stabilize life and production, especially create jobs, create livelihoods, promote production and business, and effectively implement the set socio-development goals.
In that spirit, the Prime Minister requested that in this law-making session, Government members demonstrate their spirit, responsibility, and intelligence, discuss and contribute ideas to perfect the legal framework, overcome limitations, remove obstacles, and unlock resources for development.
The September thematic session on law-making is also the 9th session of 2024 to review, comment on and approve 5 proposals and draft laws (including: Draft Law on Public Investment (amended); Draft Law on amending and supplementing a number of articles of the Law on Planning, Law on Investment, Law on Investment under the public-private partnership model and Law on Bidding; Draft Law on amending and supplementing a number of articles of the Law on Securities, Law on Accounting, Law on Independent Audit, Law on State Budget, Law on Management and Use of Public Assets, Law on Tax Administration, Law on National Reserves); proposal to develop the Law on Press (amended) and proposal to develop the Law on Promulgation of Legal Documents (amended).
The Prime Minister said that amending and supplementing these five laws is very necessary.
In particular, amending and supplementing a number of laws in the fields of investment planning and finance aims to immediately handle inadequacies and legal problems arising in practice, hindering development, thereby unlocking resources and promoting growth.
The amendment of the Law on Promulgation of Legal Documents helps to change the mindset, way of thinking, and way of doing in law-making, simplify the way of doing, increase decentralization, decentralization, speed up the progress, and improve the quality of law-making work. The amendment of the Press Law aims to build a professional, humane, and modern press and media.
The Prime Minister requested that Government members focus their intelligence, continue the spirit of innovation; focus on discussing important issues, with different opinions that need to be discussed, and seek the Government's opinion; ensure the progress and quality of the meeting.
