New standards for Village Heads and Residential Group Leaders from May 26th

The Government has new regulations on the standards, tasks, and powers of Village Heads and Residential Group Leaders.

On May 26, the Government issued Decree No. 185/2026/ND-CP stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups.

Article 7 of the Decree stipulates the standards for Village Heads and Residential Group Leaders.

Accordingly, as Vietnamese citizens permanently residing in communes, wards, special zones from 21 years of age or older, priority is given to people of working age according to regulations; having sufficient health to complete assigned tasks and responsibilities.

Have good moral qualities, be exemplary; have prestige in the residential community; be trusted by the people; be exemplary in morality, lifestyle, and well comply with the Party's guidelines and the State's laws.

Having cultural knowledge, capacity, experience and methods of mobilizing and organizing people to well implement self-management tasks of the residential community and effectively implement tasks assigned by local Party committees and authorities at the commune level; encouraging the selection of people with professional qualifications suitable to the operating requirements of villages and residential groups.

Being able to apply information technology in accordance with task requirements; being able to plan, summarize, statistically, report and perform tasks according to regulations.

Not during the period of being disciplined, being prosecuted for criminal liability or being serving a judgment or decision of the Court.

Article 6 of the Decree states the tasks and powers of Village Heads and Residential Group Leaders.

Regarding tasks in organizing and operating activities of villages and residential groups, chairing village and residential group conferences; organizing periodic community conferences according to the provisions of law on implementing democracy at the grassroots level.

Organize for the residential community to discuss and decide on contents within the scope of people's discussion and decision; organize for people to participate in giving opinions on contents within the scope because it is necessary to collect people's opinions according to the provisions of the Law on Implementation of Democracy at the Grassroots level;

Organize the implementation and monitoring of the implementation of decisions of the residential community that have been approved by the people in the village and residential group; summarize and report to the commune-level People's Committee on the implementation results; organize the implementation of self-management activities of the residential community according to the provisions of law and village and residential group conventions and conventions;

Coordinate with the Fatherland Front Work Committee and socio-political organizations in villages and residential groups, forces participating in protecting security and order at the grassroots level and other self-management organizations in organizing activities of the residential community, ensuring security, order, and social safety in the area;

Representing villages and residential groups in relations related to the activities of the residential community according to the provisions of law; reporting on the operating results of villages and residential groups before village and residential group conferences periodically every year or when necessary.

Regarding powers, representing villages and residential groups in relations related to the activities of the residential community according to the provisions of law; being the representative of the residential community to sign contracts on construction works contributed by people in villages and residential groups and approved by the village and residential group conferences;

Being invited to participate in commune-level local government meetings related to the implementation of tasks directly related to the residential community.

This Decree takes effect from May 26, 2026.
