Deputy Prime Minister Pham Thi Thanh Tra has just signed and issued Directive No. 17/CT-TTg dated May 6, 2026 of the Prime Minister on organizing periodic health check-ups or free screening for people.
Accordingly, to organize the synchronous and effective implementation of periodic health check-ups or free screening at least once a year for people nationwide, from 2026, the Prime Minister requests Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to focus on directing the implementation of a number of key tasks.
In which, it is proposed that Provincial and City Party Secretaries and Chairmen of People's Committees of provinces and cities urgently lead and direct the implementation of periodic health check-ups or free screenings according to Resolution No. 72-NQ/TW.
Clearly identify this as a key, regular, and long-term task associated with programs and plans, socio-economic development, ensuring social security, and improving the lives of people in the area.
Strive to ensure that by the end of 2026, the entire population will have periodic health check-ups or free screenings and electronic health records will be established.
The Prime Minister requested the Ministry of Health to preside over and coordinate with ministries, relevant agencies and localities to continue reviewing and issuing documents guiding units and localities in organizing periodic health check-ups and free screening for people, ensuring effectiveness, feasibility, and achieving the set goals.
Guide medical examination and treatment facilities to create and manage electronic health records; ensure connection, data interconnection, and integration on the VNeID application.
Consolidate and improve the capacity of the grassroots health system and preventive health; ensure human resources, medical equipment, medicines, and chemicals.
The Ministry of Public Security shall preside over and coordinate with relevant ministries and agencies to direct the deployment of connection, exploitation, and effective use of the National Population Database, electronic identification and authentication systems to serve the creation and updating of electronic health management information on VNeID and authentication of people's information when participating in periodic health check-ups or free screening.
Direct ensuring information security and safety, protecting personal data in the process of collecting, storing, connecting, and sharing health data; proactively preventing, detecting, and handling related violations of the law.
The Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to direct and guide localities and educational institutions to organize implementation, coordinate with medical examination and treatment facilities to conduct free periodic health check-ups for students and trainees according to regulations; complete in June 2026 to organize implementation right at the beginning of the 2026 - 2027 school year.
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to allocate funds from the state budget according to the state budget decentralization, ensuring efficiency, economy, and compliance with regulations.
The Prime Minister also requested ministries, ministerial-level agencies, other central agencies, organizations, businesses, and employers to develop plans and organize periodic health check-ups or free screenings for employees annually in accordance with the law on occupational safety and health.
It is proposed that the Vietnam General Confederation of Labor direct trade union levels to coordinate with employers to propagate and mobilize union members and workers to participate in periodic health check-ups or free screenings.
Strengthen inspection and supervision of the implementation of health checks and occupational disease checks; promptly detect and propose strict handling of violations, ensuring the health care rights of workers, especially workers in industrial parks, export processing zones and groups of workers at high risk of occupational diseases.
