On April 11, in Hanoi, Central Party Committee member, Deputy Prime Minister Nguyen Chi Dung - Head of the National Steering Committee for Collective Economy - attended and spoke at the National Cooperative Forum in 2025.
On behalf of the Party and State leaders, the Deputy Prime Minister sent congratulations on the occasion of the 79th anniversary of Vietnam Cooperative Day (April 11, 1946 - April 11, 2025) and acknowledged and commended the Vietnam Cooperative Union together with ministries, branches and localities for their initiatives and successful organization of the forum.
The Deputy Prime Minister said that improving the quality and added value of products and optimizing the value of land use is a goal that needs more attention than simply increasing output.

The Government leader emphasized the need to shift the thinking of agricultural production to the thinking of agricultural economy, that is, how to promote the highest efficiency per unit of area, optimize value, not maximize output.
"Pushing up output without taking into account output, profits, and efficiency is "land exploitation", causing environmental pollution and making it difficult for people to get rich," the Deputy Prime Minister commented.
According to the Deputy Prime Minister, the State Bank needs to study a separate credit framework for green transformation cooperatives; the Ministry of Finance studies and develops a Digital Transformation Project for cooperatives.
To achieve these goals, towards inclusive growth and sustainable development, the Deputy Prime Minister suggested a number of tasks and solutions:
For ministries, branches and localities, it is necessary to continue to improve institutions in the direction of both managing and creating a favorable business environment for collective economic organizations to produce and do business.
Strongly promote scientific and technological activities, innovation and digital transformation in the collective economic sector; increase the promotion of green finance and attract international investment capital.
"I request the State Bank of Vietnam to guide and support cooperatives, especially cooperatives applying high technology in agricultural production; technology innovation projects, "green" projects that are accessed, borrow capital from banks and credit institutions; study a separate credit framework to support cooperatives in green transformation", the Deputy Prime Minister directed.
In particular, the Deputy Prime Minister suggested that the Cooperative Union coordinate with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to expand and reach international markets.
For collective economic organizations and cooperatives, the Deputy Prime Minister requested proactive overcoming inherent barriers and obstacles to rise up; strong changes in thinking, awareness and action; increased investment in green transformation, green technology and digital transformation.
At the same time, developing collective economic organizations associated with the development of green transformation, green economy, circular economy to better compete as well as meet new trends in the consumer market; identifying high-quality human resources as a decisive factor for the success of the green transformation process.
