On the afternoon of July 8, General Secretary and President To Lam chaired a working session with the Hanoi Party Committee on the situation of task implementation in the first 6 months of the year, tasks and solutions to ensure the successful implementation of tasks in 2026 and the situation of implementing Resolution No. 02-NQ/TW of the Politburo on "Building and developing Hanoi Capital in the new era".
Also attending were members of the Politburo, Secretaries of the Party Central Committee: Ms. Bui Thi Minh Hoai, Chairwoman of the Central Committee of the Vietnam Fatherland Front (VFF); Mr. Nguyen Duy Ngoc - Head of the Central Organization Committee; Mr. Nguyen Thanh Nghi - Head of the Central Policy and Strategy Committee; members of the Party Central Committee, leaders of the Government, National Assembly, leaders of a number of central ministries and sectors and Hanoi City.
Fast growth but not at the expense of the environment
At the working session, representatives of the Standing Committee of the Hanoi City Party Committee briefly reported on the socio-economic development situation in the first 6 months of 2026.
After listening to the report and the delegates exchanged and concluded the working session, General Secretary and President To Lam acknowledged the results achieved by the city in the context of having to simultaneously implement many major tasks.
Hanoi has shown a proactive, drastic and ambitious spirit of development, especially in perfecting institutions, promoting infrastructure, administrative reform and reorganizing development space.
Besides the achieved results, the General Secretary and President requested that the Standing Committee of the City Party Committee must face the limitations and shortcomings: Growth has not reached the scenario, the gap to the target for the whole year is still large; the great resources of the Capital have not been fully converted into growth; public investment has changed but the spillover effect is not commensurate, the vitality of the private economic sector is not commensurate with the potential of the Capital; new growth momentum is not enough to change the structure of the economy; the handling of some bottlenecks in people's livelihoods and urban areas is still slow, not commensurate with the requirements of a modern Capital.
Emphasizing that the last 6 months of 2026 are decisive, the General Secretary and President requested the Standing Committee of the City Party Committee to focus on leading and directing the good implementation of tasks, double-digit growth is an important political task but not to chase after growth at all costs; it is necessary to rebuild the growth scenario for each industry, field, area and large project.
The tasks to create results in 2026 must be done drastically, and the tasks to create capacity for 2027 must be prepared in advance in terms of policies, resources, human resources and implementation organization. Note that rapid growth must not be traded for the environment, quality of life, social security and management discipline.
The General Secretary and President requested Hanoi not to let headquarters, public land, and public works be abandoned while the city still lacks resources for education, health, culture, housing and urban infrastructure.
For key projects, it is necessary to focus highly on site clearance, investment disbursement and implementation; prioritize site clearance for ring roads, bridges over the Red River, urban railways, flood prevention infrastructure, wastewater treatment, solid waste, housing and regional connection axes.
Considering site clearance as the responsibility of the entire political system, it must be linked to resettlement, schools, health, livelihoods, and good living conditions for people in new residences.
Some key projects in Hanoi are great opportunities but also pose significant risks in the process of organization, implementation and operation.
The city must focus on directing and deploying the development of transport infrastructure, schools, hospitals and essential social institutions synchronously with housing, stadiums, Olympic villages and service works; publicize and transparently disclose land funds, land prices, financial obligations and mechanisms to regulate increased land value, prioritize resettlement, reconstruction of livelihoods and public infrastructure, and have plans to effectively exploit sports, cultural, and commercial works.

Selecting some of the most pressing issues to create clear changes
General Secretary and President emphasized to strongly promote the role of the business, service, trade, tourism and consumption sectors; create breakthroughs in science, technology, innovation, digital transformation and high-quality human resources.

The General Secretary and President requested to focus on solving essential issues of the people, building a green, civilized, and livable Capital, and selecting some of the most pressing issues to create clear changes in 2026, first of all traffic congestion, flooding, air pollution, wastewater and waste treatment, food safety, urban order, schools and hospitals. It is not possible to solve everything in a short time, but the chosen task must be done thoroughly, with clear output results so that people can feel the specific changes in daily life.
The city is preparing well for the 2026-2027 school year, ensuring that all students can go to school safely, conveniently and study in better conditions. Proactively review the needs of schools, classes, teachers and facilities according to each area, especially areas with rapidly increasing population, new communes and wards and places with many workers and laborers; control unreasonable costs for parents; need to rearrange the school network; need to effectively implement policies to support semi-boarding meals, ensure school safety, improve teaching quality, gradually build digital schools and pay more attention to education for children in difficult circumstances.
General Secretary and President emphasized that the Standing Committee of the City Party Committee must strengthen the direct leadership role of the City Party Committee and the Standing Committee of the City Party Committee in key tasks and major bottlenecks; promote the responsibility of heads; innovate leadership, direction and administration methods according to goals, progress and results; promote the strength of the entire political system, the business community and the people of the Capital.
