Within the framework of the State visit to Russia, on the evening of September 9 (local time), at the Kremlin Palace, Moscow, General Secretary and President To Lam, along with his wife and the high-level Vietnamese delegation, attended the Lev Tolstoy International Peace Prize 2026 ceremony, according to VNA.
Speaking at the award ceremony, President Vladimir Putin said that the Russian people always have sincere respect and admiration for the bravery, will, and courage of the Vietnamese people - a nation that has bravely overcome the harsh challenges of the national liberation struggle. The Vietnamese people deeply understand the value of peace, of friendly relations with countries, of labor and creativity. That spirit is harmonious and in tune with Lev Tolstoy's humanistic doctrine.
President Vladimir Putin highly appreciated the decision of the Council to award the Peace Prize named after Lev Tolstoy this year to the Vietnamese leader. Comrade To Lam is a reputable political activist with a long-term vision, a true patriot, who has chosen the path of dedicated service to the Fatherland and protection of national interests. In his position as the head of the country, he pursued a cautious and fundamental domestic and foreign policy, contributing to consolidating an independent, sovereign, stable and secure Vietnam in Asia as well as globally.
President Vladimir Putin affirmed that this award is a recognition of the great contributions of Comrade To Lam in strengthening friendship and mutual understanding between Russia and Vietnam, thanks to persistently developing the comprehensive strategic partnership between Vietnam and Russia, comrade regularly controlled and developed economic, cultural and humane links between Vietnam and Russia.

In a solemn and friendly atmosphere, the Chairman of the Award Council awarded the Lev Tolstoy International Peace Prize 2026 to General Secretary and President To Lam to recognize the great contributions of General Secretary and President To Lam to the cause of consolidating peace, strengthening cooperation and understanding between nations; contributions in promoting fairness, respecting international law, and spreading to the world the tradition of peace-loving, humane spirit and dialogue of the country and people of Vietnam.
Respectfully receiving the Award named after the great writer Lev Tolstoy, General Secretary and President To Lam affirmed that this is not only a recognition for the General Secretary and President personally but also shows high appreciation for the peace-loving tradition of the Vietnamese nation, the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, as well as Vietnam's positive and responsible contributions to peace, stability, cooperation and development in the region and in the world.
General Secretary and President To Lam affirmed that Vietnam will continue to work with the international community to promote dialogue, enhance understanding and trust, and resolve disagreements and disputes by peaceful means on the basis of the United Nations Charter and international law, for a peaceful, stable and sustainable development world.
The Lev Tolstoy International Peace Prize is an international award initiated by Russia, awarded to individuals or organizations who have made outstanding contributions to peace, security, cooperation and understanding between nations.
The Lev Tolstoy International Peace Prize Fund is founded by the Russian Historical Society, the Russian Peace Foundation and the Russian Military History Association. The award is awarded for outstanding achievements in activities aimed at ensuring common security and equality on the basis of international law, preventing the risk of war and nuclear disaster, promoting the building of a multipolar and non-violent world, and enhancing understanding, trust, peace and cooperation between nations.
