At the invitation of Russian President Vladimir Putin and French President Emmanuel Macron, on September 7, General Secretary and President To Lam, along with his wife Ngo Phuong Ly and the high-level Vietnamese delegation, left Hanoi Capital for a state visit to Russia, an official visit to France and attend the Space Summit in Paris, France from September 7-12, 2026.
Participating in the official delegation were Politburo members, Secretary of the Party Central Committee: Nguyen Duy Ngoc, Head of the Central Organization Committee; Trinh Van Quyet, Head of the Central Propaganda and Training Commission; Nguyen Thanh Nghi, Head of the Central Policy and Strategy Commission; Politburo members: General Phan Van Giang, Deputy Prime Minister, Minister of National Defense; Le Hoai Trung, Minister of Foreign Affairs; Tran Duc Thang, Secretary of the Hanoi Party Committee; Central Party Committee members: Nguyen Hai Ninh, Chief of the Central Office of the Party; Nguyen Khac Dinh, Vice Chairman of the National Assembly; Le Khanh Hai, Chairman of the Presidential Office; Ngo Van Tuan, Minister of Finance; Le Manh Hung, Minister of Industry and Trade; Vu Hai Quan, Minister of Science and Technology; Hoang Minh Son, Minister of Education and Training; Pham Duc An, Governor of the State Bank of Vietnam; Tran Hong Thai, President of the Vietnam Academy of Science and Technology; and comrades: To An Xo, Assistant to the General Secretary, President, Minister of Culture, Sports and Tourism.
This working trip of General Secretary and President To Lam is of utmost importance both on the bilateral and multilateral fronts to strongly implement the foreign policy of the 14th Party Congress, thereby strengthening political trust, creating a favorable foreign affairs situation in the new era of development; and at the same time mobilizing, taking advantage of, and international resources for national development.
