On the morning of May 4, at the Headquarters of the People's Council and People's Committee of O Cho Dua Ward (Hanoi City), General Secretary and President To Lam and the Delegation of National Assembly Deputies of Hanoi City, constituency No. 1, met with voters in the wards: O Cho Dua, Ba Dinh, Ngoc Ha, Giang Vo, Hoan Kiem, Dong Da, Kim Lien, Lang, Cua Nam and Van Mieu - Quoc Tu Giam, reporting on the results of the First Session, 16th National Assembly.
Answering voters' recommendations related to food safety and people's health care, the General Secretary and President said that these are two contents directly related to life, health, trust, and people's peace of mind in life.
The Politburo has issued resolutions on these contents. Recently, the National Assembly and the Government have also institutionalized many contents surrounding the issue of education and people's health care.
Regarding education, General Secretary and President To Lam said that Hanoi reported a shortage of about 1,000 schools. Hanoi's population is more than 9 million people, recently the number of voters who voted was about more than 6 million people, which means there are still more than 3 million people under 18 years old - who are students, who have not participated in the election.
1/3 of Hanoi's population is students, so society must care for and take care of it, because that is the future generation of the country, our children and grandchildren. There must be enough schools and teachers for the children to go to school" - General Secretary, President said.
Also because in reality there are not enough schools, not enough teachers, according to the General Secretary and President, exams are created to use administrative measures to eliminate children, not allowing them to study, while the State's policy is to universalize education from preschool to the end of grade 12.
The General Secretary and President affirmed that studying requires exams, but exams are not a solution to eliminate children from going to school, but exams are to assess the quality of teaching and learning. "These days students are preparing for the 10th grade entrance exam, even more stressful than the university entrance exam" - the General Secretary and President raised the issue.
According to the General Secretary and President, enough schools and classes will solve many of these inadequacies.
Regarding this, the General Secretary and President said that the government can completely proactively base on population data, grasp the number of children reaching the age of entering grade 1 or the number of 9th grade students about to enter grade 10 each year to prepare for schools and classes.
Along with calculating and investing in building schools and classrooms with reasonable scale, the General Secretary and President said that it is impossible to fix the number of contracted teachers because if students decrease, the number of teachers must decrease, and vice versa.
Hanoi actually currently has about 60% public schools and 40% private schools. The General Secretary and President also encouraged the development of private schools, so that all students can go to school, not letting children not go to school, because if they do not enter 10th grade, at the age of 13-14, being unemployed at home will lead to many social problems.
The General Secretary and President requested Hanoi to set an example in these matters, prioritizing the conversion of redundant facilities and land into schools and health stations.

Regarding health issues, the General Secretary and President said that it is necessary to calculate the quota of doctors per population, for example, 500 or 1,000 people have one doctor.
The model of family doctors or electronic health records, according to the General Secretary and President, is also very important to track people's medical history from birth, avoiding each medical examination having a different medical record, after examination, they will leave, and then not know how people's medical examination process is.
Ward health stations have become extremely important, periodic health check-ups are also there, no need to go anywhere. In Hanoi, I have not received any reports, but in Ho Chi Minh City, some places have test-examined, and 30% of people have the disease without knowing, even cancer has just been detected. There are people who have never had blood tests, heart and lung ultrasounds..." - General Secretary, President To Lam said.
Along with the development orientation of geriatrics and pediatrics hospitals, the General Secretary and President noted that it is necessary to proactively vaccinate to control infectious diseases such as tuberculosis and dengue fever, to avoid epidemic outbreaks that costly epidemic prevention costs.
