After successfully concluding the state visit to Singapore and delivering the opening speech at the 23rd Shangri-La Dialogue, on May 31, General Secretary and President To Lam and his wife Ngo Phuong Ly and the high-level Vietnamese delegation departed for a state visit to the Philippines from May 31 to June 1, at the invitation of Philippine President Ferdinand Romualdez Marcos Jr. and his wife.

Participating in the official delegation were Politburo members, Secretary of the Party Central Committee: Head of the Central Organization Committee Nguyen Duy Ngoc; Head of the Central Propaganda and Mass Mobilization Committee Trinh Van Quyet; Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi.

Also participating in the official delegation were Politburo members: General Phan Van Giang - Deputy Prime Minister, Minister of National Defense; General Luong Tam Quang - Minister of Public Security; Minister of Foreign Affairs Le Hoai Trung; Secretary of the Hanoi Party Committee Tran Duc Thang;

Members of the Party Central Committee: Chief of the Party Central Committee Office Nguyen Hai Ninh; Vice Chairman of the National Assembly Nguyen Thi Hong; Chairman of the Presidential Office Le Khanh Hai; Minister of Finance Ngo Van Tuan; Minister of Science and Technology Vu Hai Quan; Minister of Industry and Trade Le Manh Hung.

Also participating in the delegation were Mr. To An Xo - Assistant to the General Secretary, President, in charge of the General Secretary's Office; Mr. Lai Thai Binh - Vietnamese Ambassador to the Philippines.

General Secretary and President To Lam and his wife, along with the high-level Vietnamese delegation, successfully concluded their state visit to Singapore at the invitation of President of the Republic of Singapore Tharman Shanmugaratnam and his wife, from May 29-31.

Within the framework of the visit, General Secretary and President To Lam held talks with Singaporean President Tharman Shanmugaratnam; Singaporean Prime Minister Lawrence Wong; met with National Assembly Chairman Seah Kian Peng; met with Senior Minister, Senior Advisor of the People's Action Party of Singapore, former Prime Minister Lee Hsien Loong; spoke at the Vietnam - Singapore Technology Connection Forum; received leaders of Singaporean businesses and corporations...

On this occasion, General Secretary and President To Lam and his wife offered flowers at the statue of President Ho Chi Minh placed in the Asian Civilization Museum; met with embassy officials and the Vietnamese community in Singapore.

During his time in Singapore, General Secretary and President To Lam attended and delivered the keynote speech at the 23rd Shangri-La Dialogue; met with the President of Timor-Leste; met with the US Secretary of War; Deputy Prime Minister, Minister of Defense of Australia and Minister of Defense of Japan.
