The first meeting of the Central Steering Committee on perfecting institutions and laws took place at the Central Party Headquarters, Hanoi.
Also attending the meeting were Politburo member: National Assembly Chairman Tran Thanh Man - Deputy Head of the Steering Committee; Politburo members, Secretary of the Party Central Committee: Head of the Central Organization Committee Le Minh Hung, Chairman of the Central Inspection Committee Nguyen Duy Ngoc, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.
Also attending the first meeting were Politburo member: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security. Also attending were Politburo members, Party Central Committee Secretaries, Party Central Committee members, and members of the Steering Committee.
Previously, on April 30, 2025, the Politburo issued Decision No. 288-NQ/TW to establish the Central Steering Committee on perfecting institutions and laws (Steering Committee).
Accordingly, the Steering Committee under the Politburo, headed by General Secretary To Lam; Politburo member, Prime Minister Pham Minh Chinh as Deputy Head of the Committee; Politburo member, National Assembly Chairman Tran Thanh Man as Deputy Head of the Steering Committee.
The functions, tasks, powers, working regime, and working relationships of the Central Steering Committee on perfecting institutions and laws shall comply with the regulations of the Politburo.
The National Assembly Party Committee leads, directs, and improves laws to meet the requirements of national development in the new era; strengthens supervision of implementation according to regulations.
The Government Party Committee led and directed the development of the action plan to implement the Resolution, coordinated with the Party Committee of the National Assembly to fully and promptly institute the guidelines and policies in this Resolution, direct the Ministry of Justice to develop, submit to the 9th session, the XV National Assembly issued a resolution on a number of special mechanisms and policies to create breakthroughs in construction and organization of law enforcement.
The Vietnam Fatherland Front led, directed the development of programs and plans to guide and mobilize people to implement the Resolution, promote the role of social supervision, criticism, participate in the construction and enforcement of laws, and build cultural compliance with laws. The Central Propaganda Department and the Central Mobilization Committee shall assume the prime responsibility for, and coordinate with relevant agencies in, guiding the thorough implementation of the Resolution, guiding the strengthening of the propagation of the contents of the Resolution.
The Provincial Party Committee and City Party Committee have specific programs and plans to strengthen leadership, direct the work of building and enforcing laws in the area. The Party Committee of the Ministry of Justice performs the duties of the standing agency of the Central Steering Committee on institutional and law improvement; Assume the prime responsibility for, and coordinate with the Central Committee of Internal Affairs and the relevant agencies to monitor, inspect and evaluate the results of the implementation of the Resolution, periodically report the results to the Central Steering Committee and the Politburo.
