According to General Secretary To Lam, the merger of these 3 localities also opens up opportunities for restructuring development space according to a new driving axis: From the central urban area (Can Tho) to the high-tech industrial - agricultural belt (Hau Giang), connecting to the sea area, seaports and eco-tourism space, sea and island culture (Soc Trang).
General Secretary To Lam requested that the consolidation of the province associated with the arrangement of the apparatus and the completion of the two-level government model is a historic opportunity to "redise" a more streamlined, smarter, and more connected government system to overcome the bottlenecks of administrative division, development fragility, and local competition that have existed for many years.

The General Secretary pointed out that Can Tho after the merger must proactively establish fundamental strategic breakthroughs, paving the way for rapid and sustainable development. The three breakthrough pillars of institutional improvement, synchronous infrastructure development and improving the quality of human resources need to be concretized through practical action programs, closely linked to practical requirements and the spirit of important Resolutions recently issued by the Politburo.
The new Can Tho City needs to proactively transform from the role of "a large administrative center" to a center for knowledge economy - innovation - logistics - education - healthcare and finance of the whole region.
