On November 13, 2025, at the Party Central Committee Headquarters, General Secretary To Lam received Comrade Ly Thu Loi, Politburo member, Secretary of the Secretariat, Head of the Central Propaganda Department of the Communist Party of China on the occasion of Comrade Ly Thu Loi's visit to Vietnam and co-chaired the 20th Theoretical Conference between the Communist Party of Vietnam and the Communist Party of China.
Emphasizing the importance of the highest theoretical exchange mechanism between the two Parties over the past 20 years, General Secretary To Lam highly appreciated the success of the 20th Theoretical Workshop with the theme "The path and practice of socialism in the 21st century".
Head of the Central Propaganda Department Ly Thu Loi respectfully conveyed the greetings and best wishes of General Secretary and President Xi Jinping to General Secretary To Lam; expressed congratulations on Vietnam's great development achievements and the smooth implementation of reform measures under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, and affirmed that the Communist Party of China supports the Communist Party of Vietnam in successfully organizing the 14th National Party Congress.
Expressing his delight at the positive developments in Vietnam-China relations in recent times, General Secretary To Lam highly appreciated the results of the recent special visit to Vietnam by General Secretary and President Xi Jinping; affirming that Vietnam always attaches importance to and prioritizes the development of relations with China.
The General Secretary emphasized that in the new era of development of the two peoples, the two Parties and two countries need to continue to cooperate in solidarity and firmly accompany each other to move towards socialism; Vietnam is determined to work with China to deepen the Comprehensive Strategic Cooperative Partnership, promote the building of a Community of Shared Future Vietnam - China with strategic significance to enter a new period, increasingly comprehensive, profound and sustainable.
General Secretary To Lam suggested that the two sides focus on strengthening the important foundations of bilateral relations: Continuously strengthening political trust and strategic coordination between the two countries; promoting the special role of Party channel cooperation and improving the effectiveness of cooperation mechanisms at all levels; promoting higher-level connectivity between the two economies; promoting balanced and sustainable trade development; further connecting science and technology, especially in key new areas, enhancing high-quality human resource training; consolidating a solid social foundation, improving the effectiveness of cooperation in culture and tourism, promoting propaganda and education on the Vietnam-China friendship. The General Secretary suggested that the two sides work together to maintain a peaceful and stable environment for mutual development.
Expressing appreciation and approval of General Secretary To Lam's profound guidelines on promoting the relationship between the two Parties and the two countries, comrade Ly Thu Loi affirmed that China always considers Vietnam as a priority direction in its foreign policy; is ready to work with the Party and State of Vietnam to effectively implement high-level agreements and common perceptions, enhance political trust, deepen substantive cooperation, elevate cooperation in the fields of culture, education, tourism, people-to-people exchanges, contribute to enriching the content of the Comprehensive Strategic Cooperative Partnership, the China - Vietnam Community of Shared Future of strategic significance.
