On the morning of September 11, at the Party Central Committee Headquarters, under the chairmanship of General Secretary To Lam, the Politburo worked with the National Assembly Standing Committee to give opinions on the draft documents, personnel plans and preparations for the 1st National Assembly Party Congress, term 2025 - 2030.
At the meeting, the Politburo highly appreciated the draft documents and personnel plans prepared carefully, seriously, elaborately and scientifically by the National Assembly Party Committee in accordance with the regulations and instructions of the Central Committee.
The Politburo members basically agreed with the draft documents submitted to the National Assembly by the National Party Committee, giving enthusiastic, responsible and profound comments to supplement and complete the Congress Documents.
Concluding the working session, the General Secretary requested the National Assembly Party Committee Standing Committee to accept the opinions of Politburo members, reasonable comments from central departments, ministries and branches to complete documents and personnel plans, and continue to prepare carefully to successfully organize the Party Congress for the 2025 - 2030 term.
General Secretary To Lam emphasized that in the coming term, the National Assembly Party Committee needs to focus on organizing and implementing well the following tasks:
Firstly, lead the promotion of Party building, build a clean and strong National Assembly Party Committee, focusing on Party building work in politics, ideology, ethics, cadre work, Party inspection, supervision, discipline, and mass mobilization; continue to improve the Party character in the activities of the National Assembly; innovate the leadership method of the National Assembly Party Committee according to the new model.
Second, actively and urgently concretize the Party's guidelines, policies, and strategies, especially the timely development and institutionalization of Politburo's resolutions in a number of recently issued areas into mechanisms, policies and laws for implementation in practice. Timely reflect and report to the Party Central Committee, the Politburo, and the Secretariat the opinions and recommendations of the People on national construction to contribute to orienting the Party's guidelines, policies, and policies to be close to reality, meeting the requirements of national development in the new era.
Third, focus on successfully leading and directing the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026 - 2031 term. Preside over and coordinate with the Vietnam Fatherland Front to effectively implement the Directive and Conclusion of the Politburo on election leadership and the Project on the direction of electing 16th National Assembly deputies and People's Council deputies at all levels for the 2026 - 2031 term..., ensuring democracy, equality, compliance with the law, safety, economy, no ostentation, formality, and truly a national festival.
Fourth, leaders must perform well the function of creating a constitution and legislative body; implement the policy of innovating thinking in law-making, turning institutions and laws into competitive advantages, law-making is a "breakthrough of breakthroughs", remove bottlenecks and barriers, take people and businesses as the center, mobilize and unlock resources for development but must ensure the comprehensive leadership of the Party over the activities of the National Assembly.
Fifth, the leaders of the National Assembly perform well the function of deciding on important issues of the country. Determine the decision on issues of socio-economic development and state budget as a key and regular task of the National Assembly; innovate methods of operation and improve quality in deciding on basic goals, targets, policies and tasks for socio-economic development; research and perfect regulations on processes and procedures, and the basis for deciding on important issues of the country and the National Assembly.
Sixth, lead the implementation of the supervision and petition function well; build and perfect the National Assembly's supervision mechanism, clearly define the role, scope, subjects, methods, and forms of supervision, ensure the highest priority in the supervision activities of the National Assembly; enhance the proactiveness and creativity in supervision of the National Assembly's agencies. Promote the role of the State Audit in auditing the management and use of finance, public assets, etc.
Seventh, leaders effectively coordinate with agencies and organizations in the political system to successfully complete assigned tasks. Improve the quality of databases and information, effectively apply information technology and artificial intelligence to serve the activities of the National Assembly Party Committee and the National Assembly.
