On the morning of September 10, 2025, at the Party Central Committee Headquarters, under the chairmanship of General Secretary To Lam, the Politburo worked with the Standing Committee of the Government Party Committee to give opinions on the draft documents, personnel plans and preparations for the 1st Government Party Congress, term 2025 - 2030.
At the meeting, the Politburo assessed that the draft documents and personnel plans had been carefully prepared by the Government Party Committee, seriously and elaborately, in accordance with the regulations and instructions of the Central Committee.
Concluding the meeting, General Secretary To Lam emphasized that in the coming term, it is necessary to focus on organizing and implementing a number of contents well:
Firstly, identify the guiding viewpoints in the Political Report in accordance with the most important position and role of the Government Party Committee in the system of organizing Party committees directly under the Central Government, the core of leadership and directing the Government and Party committees of ministries, branches, corporations, corporations, banks, large enterprises, etc.
Second, focus on perfecting development institutions associated with building a socialist rule-of-law state to create development, integrity, action, and serve the people; pay attention to perfecting institutions and laws, especially in the fields of investment, land, planning, expanding the development space of the country, regions, sectors, and localities, unleashing productive forces, mobilizing all resources and creating new momentum for development; have policies to mobilize private sector resources to participate in key infrastructure projects such as highways, high-speed railways, urban railways, energy infrastructure, defense and security industries; effectively implement the operations of the International Financial Center, free trade zones and new autonomous economic models...
Third, promote industrialization, modernization, restructuring the economy, establish a new growth model with science, technology, innovation and digital transformation as the main driving force, strongly develop the digital economy, knowledge economy, high added value, global competitiveness, especially industries and new technologies; develop the state economy to play a leading role in ensuring macroeconomic stability, major balances, strategic orientation, leading the economy; private economy is the most important driving force of the national economy; increase selective attraction of investment sources from outside (both directly and indirectly).
Fourth, continue to focus resources on developing synchronous, modern, smart infrastructure, connecting internationally; effectively exploiting, expanding new development space, taking urban areas as regional development drivers; infrastructure connecting large cities, industrial development centers; developing energy infrastructure to meet high economic growth requirements in the new period, ensuring energy security. Invest in a number of nuclear power plants with suitable scale, new technology, and safety.
Developing infrastructure and urban transport synchronously and modernly; focusing resources on investment, modernizing digital infrastructure. Develop telecommunications infrastructure and technology to meet the essential infrastructure requirements of the digital economy, especially e-commerce. Synchronously and modernly developing cultural and social infrastructure; investing in the construction of a number of national key cultural, sports, educational and medical works of regional and international scale.
Fifth, focus on improving the material and spiritual life and health of the people; concretize tasks and solutions to implement the policy of closely combining economic growth with progress and social justice, comprehensive human development, caring for people's lives; focus on directing the implementation of resolutions and conclusions of the Politburo on breakthroughs in the development of education and health care for people; perfecting and modernizing the organizational model and methods of social development management, solving social problems. Improve the social welfare of all people, ensuring that all people enjoy development results.
Sixth, continue to consolidate and strengthen national defense, ensure national security, maintain social order and safety, a peaceful and stable environment for national development; improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy, promote the role, position and prestige of Vietnam in serving the development of a rich, civilized, prosperous and prosperous country.
