On September 9, at the Party Central Committee Headquarters, chaired by General Secretary To Lam, the Politburo worked with the Standing Committees of the Party Committees of Central Party agencies to give opinions on the draft documents, personnel plans and preparations for the 1st Party Congress of Central Party agencies, term 2025 - 2030.
Also attending the meeting were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man.
At the meeting, the Politburo acknowledged and highly appreciated the efforts, tries and determination of the Party Committees of the Central Party Agencies in leading and directing the organization of Party Congresses at all levels and preparing to organize the 1st Congress of the Party Committees of the Central Party Agencies for the 2025-2030 term in the newly established conditions and context, the affiliated Party Committees have just merged, merged, and streamlined the apparatus on a large scale; at the same time, being a very special Party Committee (a Party organization of the Party's strategic advisory agencies, judicial agencies, scientific research agencies, theories, training, journalism, and publications with special positions and roles of the political system).
In general, the document was prepared very carefully, seriously, elaborately, scientifically, ensuring compliance with the regulations and instructions of the Central Government. The basic personnel plan ensures the structure, quantity, standards, and conditions according to regulations.
Concluding the meeting, General Secretary To Lam emphasized a number of contents that need to be focused on organizing and implementing well in the coming term:
First, continue to fully and deeply recognize the role and leadership mission of the Party in the new period, requiring constant innovation in thinking and methods, improving the Party's leadership capacity and governance capacity; and raise the requirement to improve the level of strategic consulting work. The Party Committee needs to lead and coordinate with the leaders of agencies in the Party Committee to focus on implementing well 3 groups of strategic and important tasks:
Research, evaluate, summarize practical and theoretical work, advise and consult to help the Party Central Committee, Politburo, and Secretariat build, promulgate, specify, and constantly protect and develop major guidelines, viewpoints, policies, and policies of the Party.
Closely follow the practical situation of the country and the international and regional situation, proactively detect and accurately forecast urgent issues that are arising; promptly propose and advise on appropriate and feasible solutions to effectively address new requirements of the cause of building and defending the Fatherland; at the same time, adjust and perfect the Party's viewpoints, policies and major decisions.
Build a professional, modern, fair, strict, honest judiciary, serve the Fatherland, serve the People, protect the socialist regime; innovate the work of law making and enforcement to meet the requirements of national development in the new era.
Second, continue to lead and direct the arrangement of the internal apparatus to be truly streamlined, effective and efficient; perfect regulations, working processes, working guidelines, and coordination mechanisms. Build a team of cadres and party members with sufficient qualities, capacity, and prestige to match the tasks, especially a team of strategic-level consultants and leading experts to meet the requirements and tasks of the new development period. Focus on training, planning, and adding young staff with strategic thinking capacity, international integration, and digital technology understanding.
Party committees of Central Party agencies need to take the lead in overcoming the "disease" of laziness to think, fear of studying, researching, taking old-fashioned, experientialism leading to freezing, teaching, conservatism in thinking, will in practical activities, and being rigid in working style.
Third, build a clean, strong, comprehensive and exemplary Party Committee. Strictly implement the principles of organization and operation of the Party, maintain discipline and order; improve revolutionary ethics, fight against individualism, opportunity, and practicalism. Promote the exemplary role of leaders, build political culture in the Party Committee.
Improve the quality of the Party's inspection and supervision work. Proactively do a good job of self-regulation, self-inspection, and self- supervision to build, protect, and maintain the integrity of the staff. Focus on building good Party cells and good Party members; improve the quality of Party cell activities.
Fourth, continue to strongly innovate leadership methods, style, and working style towards science and professionalism, with the motto "right role, know the lesson". Strengthen the application of information technology and digital transformation in leadership, management, operation, and work handling.
The Politburo agreed on the expected time to organize the Congress, and requested the Standing Committees of the Party Committees of Central Party agencies to receive the opinions of the Politburo to complete documents and preparations for the Congress; proactively do a good job of propaganda before, during and after the Congress to create unity in political ideology and action throughout the Party.
