On June 6, the leader of the Department of Agriculture and Environment of Khanh Hoa province confirmed that he had assigned the Khanh Hoa Provincial Land Registration Office to review the content of the citizen's petition for granting a pink book at the Goldcoast project (the old Provincial Political School at No. 1 Tran Hung Dao Street, Loc Tho Ward, Nha Trang City).
It is expected that next week, the Department of Agriculture and Environment will report on this incident to the People's Committee of Khanh Hoa province.
For many years, Mr. Nguyen Ngoc Tinh - Head of the Resident Representative Board of the Goldcoast Apartment Project - has recommended that the People's Committee of Khanh Hoa province direct the investor to complete the dossier according to the request of the Khanh Hoa Land Registration Office to issue a certificate of land use rights and ownership of assets attached to land to residents in this project.
At the end of 2023, the High-level People's Court in Da Nang tried and forced Thanh Yen Joint Stock Company to return more than VND 334.5 billion due to benefits without legal basis when implementing the Khanh Hoa Provincial Political School BT project.
After the verdict took effect, this enterprise paid 334.5 billion VND to the state budget.
In June 2024, Vice Chairman of Khanh Hoa Provincial People's Committee Tran Hoa Nam signed a certificate of land use rights at plot No. 1 Tran Hung Dao with an area of 7,388m2 for Thanh Yen Joint Stock Company.
The certificate has a note, the State allocates land to the enterprise to implement the Nha Trang Center 2 Commercial - Service - Medical - Office - Hotel - Apartment Complex project.
After receiving information that Thanh Yen Joint Stock Company had been granted a "red book" by the State, residents at the Goldcoast Apartment Project submitted their application to be granted a pink book for the apartment building in this project.
Most residents have paid their financial obligations to the investor (95% of the apartment value and 2% of the maintenance fund).
However, the Khanh Hoa Provincial Land Registration Office has announced that it refuses to resolve the issue because Thanh Yen Joint Stock Company has not submitted documents and papers related to this project so that the authorities can have a basis to issue pink books to residents.
From this reality, residents buying apartments at the Goldcoast project recommend that Thanh Yen Joint Stock Company fully fulfill legal responsibilities in submitting documents to complete procedures for granting home ownership certificates to residents.
Many officials are imprisoned for violations in land allocation
Thanh Yen Joint Stock Company has been allocated a golden land plot by the State at the old Khanh Hoa Provincial Political School as a project to recover the BT project (build - transfer).
Many department-level officials and leaders of Khanh Hoa province were later arrested and sentenced for "violating regulations on management and use of state assets causing loss and waste" for the old Political School project.
